HomeMy WebLinkAboutHISTORIC RESOURCE COMMITTEE PRESENTATION - 10.2.18OCTOBER 2, 2018 HISTORIC RESOURCES COMMITTEE Overview & Background 6/20/1988 Ordinance 1001 established Cultural Resources Overlay District & Cultural Resources Advisory Committee 7/31/91 Tustin became Certified Local Government 8/22/05 Cultural Resources Advisory Committee changed to “Historic Resources Committee” 5/1/07 Ordinance 1332 assigned Cultural and Historic Resources to Planning Commission 4/3/18 City Council received public input related to Historic Resources Committee 7/17/18 Staff provided City Council with background information related to the Historic Resources Committee Historic Resources Committee State qualifications for CLG include: Five (5) members who demonstrate interest, competence or knowledge in historic preservation Two (2) commissioners with professional experience related to historic resources; may include lay members with interest in historic preservation May allow certification without the above if disciplines not available or alternative composition meets the needs of protection of historic properties Meet four (4) times/year in public format Commissioner attendance at one (1) informational/educational event Submit annual CLG report of Commission activities Survey of Historic Preservation Commissions Orange County Cities (34 Cities) Three (3) are CLGs (San Clemente, Santa Ana, Tustin) Eleven (11) have historic districts (Anaheim, Dana Point, fullerton, Garden Grove, Irvine, Orange, Placentia, San Juan Capistrano, Santa Ana, Tustin, Yorba Linda) Fifteen (15) have preservation ordinances or General Plan preservation elements (Brea, Costa Mesa, Dana Point, Fullerton, Huntington Beach, Irvine, Laguna Beach, Los Alamitos, Newport Beach, Placentia, San Clemente, San Juan Capistrano, Santa Ana, Tustin, Yorba Linda) Thirteen (13) have separate preservation commission/ committees (Brea, Costa Mesa, Dana Point, Fullerton, Huntington Beach, Laguna Beach, Los Alamitos, Orange, Placentia, San Clemente, San Juan Capistrano, Santa Ana, Tustin) Survey of Historic Preservation Commissions CLG Cities (62 Remaining Cities) All sixty-two (62) have historic districts. All sixty-two (62) have historic preservation ordinances. Sixty (60) cities have dedicated boards, committees or commissions for historical resources Two (2) designate Planning Commission as Historic Resources Commission (Ontario & San Juan Bautista) Historic Resources Commission/ Typical Roles & Responsibilities Typically advisory to City Council or Planning Commission Participate in design review involving historical resources Advise applicants on policies/guidelines for site planning, architecture, etc. Review historical resources surveys Identify historically or architecturally significant structures Designate or recommend designation of historical resources Recommend policies, regulations related to protection, reuse, and rehabilitation of historical properties Encourage public understanding and appreciation of historic and architectural heritage Communications City staff seeks input from Tustin Preservation Conservancy and Historical Society Old Town/Cultural Resources District projects by applicants City-initiated projects Commendation and Plaque nominations Provides Notification of upcoming events and hearings Participates in Conservancy & Society meetings/events Encourages developers to work with Conservancy & Society Utilizes social media Options Maintain Planning Commission as Historic Resource Commission Re-establish the Historic Resource Commission Other action as Council deems appropriate CITY COUNCIL OCTOBER 2, 2018 HISTORIC RESOURCES COMMITTEE
