AUTHORIZATION FOR THE STATE TO PURCHASE ONE JOHN
DEERE RIDING REEL MOWER
SUMMARY
Approval of Resolution No. 04-91 will authorize the General Services Department of the
State of California to purchase a current model year John Deere Riding Reel Mower on
behalf of the City of Tustin.
RECOMMENDATION
It is recommended that the City Council approve Resolution No. 04-91 authorizing the
General Services Department of the State of California to purchase a current model year
John Deere Riding Reel Mower on behalf of the City of Tustin
FISCAL IMPACT
Funds are currently available in the Park and Recreation Department under Reserve Sports
Park Deferred Maintenance account 50-000-2604/9115 for the purchase of this Riding Reel
Mower. The total cost including all taxes and State fees is $23,067.92.
BACKGROUND
The Parks and Recreation Department and the Tustin AYSO soccer organization have
made an agreement to upgrade the soccer fields at the Tustin Sports Park. The AYSO
agreed to donate $10,000.00 for the purchase and installation of a hybrid Bermuda playing
turf on the soccer fields. The Parks and Recreation Department agreed to purchase the
riding reel mower necessary for the proper mowing of this special turf. The installation and
establishment of the new turf was completed in September 2004.
DISCUSSION
The proposed purchase of one John Deere Riding Reel Mower will improve the health and
aesthetics of the Sports Park soccer field special turf and will also provide better quality
playing surfaces for the soccer activities held at the Sports Park
Since the State buys in large volume they are able to receive a more competitive price for
equipment than the City. Staff contacted a number of dealers in the area and received the
following prices for the like equipped reel mower. The prices listed include taxes and
applicable fees.

As a result of the comparison, the most cost-effective option for the City is to purchase the
new John Deere Riding Reel Mower through the General Services Department Services
Department of the State of California at a total cost of $23,067.92. AA Equipment is the
authorized John Deere dealer under the State Purchasing Program.
Approval of the attached resolution allows the City to utilize the State's purchasing program
to obtain one John Deere Riding Reel Mower at a lower cost than the City can obtain on its
own. It also designates the City Manager as the public official authorized to execute this
request on behalf of the City.

RESOLUTION NO. 04-91
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, AUTHORIZING THE DEPARTMENT OF GENERAL
SERVICES OF THE STATE OF CALIFORNIA TO PURCHASE CERTAIN
ITEMS
WHEREAS, the City has the need to purchase various materials, supplies
and equipment in order to conduct the operations of the City and
WHEREAS, Section 1624, Item C of the Tustin Municipal Code authorizes
the State to purchase materials, supplies and equipment if it can be acquired
more cheaply or efficiently by the State.
NOW, THEREFORE, the City Council of the City of Tustin, California,
does hereby authorize the Procurement Division, General Services of the State
of California, to purchase one John Deere Riding Reel Mower current model for
and on behalf of the City of Tustin pursuant to Section 10324 of the California
Public Contract Code, and that William A. Huston, City Manager is hereby
directed to sign and deliver all necessary requests and other documents in
connection therewith and for and on behalf of the City of Tustin.
Passed and adopted at a regular meeting of the Tustin City Council on the
15th of November 2004.
