A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 TUSTIN, CALIFORNIA, SUPPORTING FUNDING OF THE
STATE FLOOD CONTROL SUBVENTION FUNDING FOR
4 FISCAL YEAR 1998-99

WHEREAS, flood control is an important and vital government .function in
? order to protect potential loss of life and property; and

WHEREAS, the State of California has historically supported federally
9 funded flood control projects by funding 70% of the local costs of subject
projects by the Flood Control 'Subvention Program; and

:i] WHEREAS, the State of California has failed to adequately meet its
commitment to the Subvention Program because of lack of adequate funding;

13 WHEREAS, the State of California has an opportunity in fiscal-year 1998-99
1~, to make up the deficiency in funding of the Subvention Program in the General
Fund Budget and/or proposed water bond issues; and

WHEREAS, the residents within the floodplain of the Santa Ana River will
16 be required to continue the payment of FEMA mandated flood control insurance
17 if the Santa Ana River Mainstem Project is not completed; and
18 WHEREAS, without the State Subvention Program,-millions of residents
19 within the floodplain of the Santa Ana River will remain subject to the perils of a
devastating flood that could result in thousands of .lost lives and $15 billion of
20 property damage; and
21 WHEREAS, without the State Subvention Program, it will not be possible to
22 complete the on-going construction of the Santa Ana River Mainstem Project in a
timely manner as now planned;. and
WHEREAS, a major flood in Orange County would not only affect the
9,,1 population within the floodplain, but would also have major statewide and
25 federal impacts because of the disruption of transportation facilities and
business activity; and

WHEREAS, many counties throughout the State are similarly affected by
27 the lack of funding of the Subvention Program;

THEREFORE, be it resolved that the City Council of the City of Tustin, urges
2 that: (1) the State of California fund at least $175 million for the Flood Control
3 Subvention Program in the 1998-99 General Budget, and (:2) If a bond measure
that includes flood control subvention funds is approved by the voters in
J- November 1998, then a like amount could be reimbursed to the General Fund if
deemed appropriate by the State.

regular meeting held on the 4th day of May, 1998.
