SUBJECT: ADOPT RESOLUTION NO. 19-07 DESIGNATING THE CITY'S
AUTHORIZED AGENT FOR THE PURPOSE OF OBTAINING
HOMELAND SECURITY GRANT PROGRAM AND EMERGENCY
MANAGEMENT PERFORMANCE GRANT FUNDING PROVIDED BY
THE FEDERAL DEPARTMENT OF HOMELAND SECURITY THROUGH
THE CALIFORNIA OFFICE OF EMERGENCY SERVICES
SUMMARY
The California Office of Emergency Services (CaIOES) requires a City resolution on file
designating the City's representative for the Homeland Security Grant Program and the
Emergency Management Performance Grant. Funds are utilized to make various
improvements to the City's Emergency Preparedness Program.
RECOMMENDATION
It is recommended the City Council Adopt Resolution No. 19-07 designating the Chief of
Police as the City's authorized agent for the Homeland Security Grant Program and the
Emergency Management Performance Grant Program.
FISCAL IMPACT
There are annual matching requirements associated with the Emergency Management
Performance Grant Program. These 100% grant matches are approximately $11,000
annually and will be accommodated in the Police Department Operating Budget as funding
permits.
CORRELATION TO THE STRATEGIC PLAN
The recommendation correlates to the City's strategic plan by implementing Goal B, item
number two to provide additional emergency preparedness training for staff and create a
new emergency operations center.

BACKGROUND
On occasion and as funds become available, the CalOES and the Orange County Sheriffs
Department request local agencies to participate in funding opportunities to obtain
equipment and supplies related to the Department of Homeland Security Homeland Security
Grant Program (HSGP) and the Emergency Management Program Grant (EMPG).
The HSGP supports the implementation of state Homeland Security Strategies. Locally, the
grant funding is coordinated through the Orange County Sheriffs Department. There is no
direct funding to the City of Tustin, and benefits from the grant are received through the
allocation of equipment and training and materials for the Community Emergency Response
Team and other City Homeland Security initiatives.
The EMPG provides annual funding to support Emergency Management programs. It is also
coordinated through the Orange County Sheriffs Department. Past funds have been used
for equipping the Police Department Community Response Vehicle and for computers and
other equipment associated with the City's Emergency Operations Center.
The CalOES requires that grant applications, transfer agreements and grant assurance
documents must be signed by an authorized agent designated by the City Council. Approval
of this resolution will designate and authorize the Chief of Police as the City's agent for these
grant programs for the 2018, 2019 and 2020 Federal Grant Cycles.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, DESIGNATING THE CITY'S AUTHORIZED AGENT FOR THE
PURPOSE OF OBTAINING HOMELAND SECURITY GRANT PROGRAM AND
EMERGENCY MANAGEMENT PROGRAM GRANT FUNDING PROVIDED BY
THE FEDERAL DEPARTMENT OF HOMELAND SECURITY THROUGH THE
CALIFORNIA OFFICE OF EMERGENCY SERVICES
WHEREAS, The Federal Department of Homeland Security provides funding for
State and Homeland Security, Local Emergency Planning, Preparedness and Response
Programs; and
WHEREAS, The State of California Office of Emergency Services requires local
agencies to designate an agent(s) to represent the local agency in matters pertaining to
the Federal Homeland Security Grant Program (HSGP) and Federal Emergency
Management Program Grant (EMPG) program; and
WHEREAS, The City of Tustin desires to continue to participate in the above
named grant programs; and
WHEREAS, The Tustin Police Department is responsible for management of the
City's Homeland Security and Emergency Preparedness programs.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that it determines and orders as follows:
That the City Council of the City of Tustin,, hereby designates and authorizes
the Chief of Police to execute any required documents for and on behalf of
the City of Tustin, a public entity established under the laws of the State of
California, for the purpose of obtaining federal financial assistance made
available through the Federal Department of Homeland Security Homeland
Security Grant Program and the Emergency Management Performance
Grant Program as sub granted through the State of California and the
Orange County Sheriffs Department for the 2018, 2019 and 2020 Federal
Grant cycles.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin, California, held on the 5th day of March, 2019.
