APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION
TO ADVERTISE FOR BIDS FOR THE ANNUAL MAJOR MAINTENANCE
PROJECT, FY 2004-2005 (CIP NO. 7001), AND ANNUAL SIDEWALK
REPAIR PROJECT, FY 2004-2005 (PROJECT NO. 402-6235)
SUMMARY
The plans and specifications for the Annual Major Maintenance Project, FY 2004-2005 (CIP No. 7001)
and Annual Sidewalk Repair Project, FY 2004-2005 (Project No. 402-6235) have been prepared and
the projects are now ready to be bid. The Annual Major Maintenance Project and Annual Sidewalk
Repair Project will again be bid as one project. Notices of Exemption have been recorded with the
County of Orange for both projects since they are categorically exempt under California
Environmental Quality Act (CEQA) requirements.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 04-93, approving the plans and
specifications for the Annual Major Maintenance Project, FY 2004-2005 (CIP 7001), and Annual
Sidewalk Repair Project, FY 2004-2005 (Project No. 402-6235), and authorizing and directing the City
Clerk to advertise for bids.
FISCAL IMPACT
The FY 2004-2005 Capital Improvement Program (CIP) budget provides $630,000 in funding for all of
the various components in the Annual Major Maintenance Project (CIP No. 7001), including design,
construction and contract administration. The Public Works Department/Engineering Division
Operating Budget provides $200,000 in funding to cover all of the costs associated with the Annual
Sidewalk Repair Project (Project No. 402-6235). Both of these projects are part of the City's on-going
Maintenance of Effort (MOE) requirements to maintain eligibility for Measure M funding. The total
engineer's construction cost estimate for both projects is $550,000.
DISCUSSION
The Annual Major Maintenance Project and the Annual Sidewalk Repair Project will again be bid as
one project to simplify the contract administration process and to reduce duplication of effort in
coordination of the two projects. Combining the two projects will reduce disruption in the areas where
both projects have construction impacts and facilitate contract administration efforts by City staff
during construction.

The FY 2004-2005 Annual Major Maintenance Project consists of asphalt concrete repair, asphalt
concrete resurfacing, crack routing and sealing, and traffic striping and markings. This year's current
phase of the street maintenance cycle is for streets within Zone 6 and 7 of the City's Pavement
Maintenance System. Zone 6 is bounded by the Interstate 5 Freeway, Myford Road/Harvard Avenue,
Barranca Parkway, and Tustin Ranch Road. Zone 7 is bounded by State Route 55, Edinger Avenue,
Barranca Parkway and Red Hill Avenue/Warner Avenue. The majority of streets in Zone 6 and 7 are
in good condition. Asphalt resurfacing is planned on southbound Jamboree Road from 1250'
southwest of the Warner Avenue Bridge to Barranca Parkway and on Franklin Avenue from Dow
Avenue to Walnut Avenue.
The FY 2004-2005 Annual Sidewalk Repair Project consists of removal and replacement of sidewalk
to correct tripping hazards at approximately 190 locations throughout the City. The Engineering
Division has conducted a survey and evaluated locations where tree roots are causing sidewalk
damage. Some of these trees will be removed with the FY 2004-2005 project. These trees will be
replaced either in kind or with a species more suitable to the parkway area. The City's Tree
Maintenance contractor will perform the tree removals and replacements. The Annual Sidewalk Repair
project for FY 2004-2005 will fund the tree removals and replacements.
The other major function of the Annual Sidewalk Repair project is to provide a means for addressing
improvements throughout the City to comply with the federal Americans with Disabilities Act (ADA).
These locations are typically requested by citizens or are identified by City staff to provide for completion
of missing segments of sidewalk and curb ramps to improve pedestrian access.
Since both the Annual Major Maintenance Project FY 2004-2005 (CIP No. 7001) and the Annual
Sidewalk Repair Project FY 2004-2005 (Project No. 402-6235) involve the replacement and repair of
existing facilities with minor modifications, they are categorically exempt under CEQA requirements.
Notices of Exemption for both projects have been recorded with the County of Orange.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE
ANNUAL MAJOR MAINTENANCE PROJECT, FY 2004-2005 (CIP NO.
7001), AND ANNUAL SIDEWALK REPAIR PROJECT, FY 2004-2005
(PROJECT NO. 402-6235), AND AUTHORIZING ADVERTISEMENT FOR
BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin California to
contract for the construction of the Annual Major Maintenance Project, FY 2004-2005
(CIP No. 7001), and the Annual Sidewalk Repair Project, FY 2004-2005 (Project No.
402-6235); and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, these projects are categorically exempt from the requirements of the
California Environmental Quality Act; Class I: Existing Facilities;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer are hereby approved as the plans and specifications for:
Annual Major Maintenance Project, FY 2004-2005 (CIP No. 7001), and
Annual Sidewalk Repair Project, FY 2004-2005 (Project No. 402-6235)
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or proposals for
the performance of the work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 6th day of December 2004.
