APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION
TO ADVERTISE FOR BIDS FOR THE PHASE V REGIONAL TRAil
PROJECT (CIP NO. 7085)
SUMMARY
The plans and specifications for the Phase V Regional Trail Project (CIP No. 7085) have been
prepared and the project is now ready to be bid. Phase V is the final phase of the regional trail
system in East Tustin located between lower lake Drive and Peters Canyon Road. A Notice
of Exemption has been recorded with the County of Orange for the project as required by the
California Environmental Quality Act (CEQA).
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 04-94, approving the plans and
specifications for the Phase V Regional Trail Project (CIP No. 7085) and authorizing and
directing the City Clerk to advertise for bids.
FISCAL IMPACT
The FY 2004-2005 Capital Improvement Project (CIP) budget provides $300,000 for the
construction of the Phase V Regional Trail Project (CIP No. 7085). Project funding will be
provided through Re-Assessment District 95-1 funds.
DISCUSSION
The proposed Phase V Regional Trail Project will complete the final segment of Orange
County's Regional Riding and Hiking Trail in East Tustin. The proposed trail consists of an
approximately 1,000 foot extension of the existing regional trail which includes a ten (10) foot
wide asphalt paved bicycle trail and a ten (10) foot wide decomposed granite multi-purpose
trail separated by a landscaped buffer. The project is necessary to meet the City's obligation
under the County of Orange Regional Riding and Hiking Trail and Regional Bicycle Trail
Agreement (Agreement) executed on May 19, 1992. Per the Agreement, the City is
responsible for construction of the trail improvements. Upon completion of the trail
improvements, the trail will become the responsibility of the County to own and maintain while
the landscape maintenance will be the responsibility of the City. The City has obtained County
approval of the design and an encroachment permit has been issued by the County for
construction of the improvements.

The project is categorically exempt under CEQA requirements because the work involves the extension
of an existing trail facility with only minor grading and construction. A Notice of Exemption was recorded
with the County of Orange on February 19, 2004.

RESOLUTION NO. 04-94
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE
PHASE V REGIONAL TRAIL PROJECT (CIP NO. 7085) AND
AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California
to contract for the construction of the Phase V Regional Trail Project (CIP No. 7085);
and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, this project is categorically exempt from the requirements of the
California Environmental Quality Act; Class I: Existing Facilities;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer are hereby approved as the plans and specifications for:
Phase V Regional Trail Project (CIP No. 7085)
BE IT FURTHER RESOLVED that the City Clerk is herby authorized and
directed to advertise as required by law for the receipt of sealed bids or proposals for
the performance of the work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 6th day of December 2004.
