HUSTON, CITY MANAGER FROM: HUMAN RESOURCES DEPARTMENT SUBJECT: CONTINUATION OF TEMPORARY BENEFITS AND COMPENSATION DURING MILITARY LEAVE FOR CITY EMPLOYEES CALLED TO ACTIVE DUTY WITH THE ARMED FORCES SUMMARY: This agenda item recommends adopting a new Resolution to allow the City to continue supplementing military salary and benefits for eligible employees on an extended military leave of absence as previously provided by Resolutions 01-96, 02-50, and 03- 38. RECOMMENDATION: Adopt Resolution 05-12 continuing the benefit of additional temporary partially paid military leave of absence and continuation of benefits for eligible City employees called to active duty in connection with the nation's response to the terrorist attack on the United States of America as previously authorized by Resolutions 01-96, 02-50 and 03- 38. FISCAL IMPACT: Estimated at $32,000 for calendar year 2005. BACKGROUND AND DISCUSSION: On October 15, 2001 the City Council adopted Resolution 01-96 establishing additional temporary partially paid military leave of absence and continuation of benefits for eligible City employees called to active duty in connection with the nation's response to the terrorist attack on the United States of America that occurred on September 11, 2001. The City Council then extended the provisions until June 30, 2003 by adopting Resolution 02-50 and again continued the benefits through June 30, 2004 with Resolution 03-38. We currently anticipate that we will have one employee called from reserve status to active duty in the near future. S:\City Council Agenda Items\2005\miiitary ieave agenda item 0105.doc City Council Agenda January 3, 2005 Page 2 Adoption of the attached Resolution will provide an eligible employee partial pay (the City pays the difference between an employees' military and any supplemental pay and his/her current base salary) and continued employee benefits as currently provided. The fiscal impact of the Resolution is anticipated to be approximately $32,000 for calendar year 2005. This estimate is based on one (1) employee whose salary and benefits would need to be supplemented by the City. There are funds available within our current budget to cover the costs associated with this Resolution. As such, no budget adjustment will be necessary.
