HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE Al TADENA DRIVE / PASADENA AVENUE PEDESTRIAN ENHANCEMENT PROJECT (CIP NO. 4063) SUMMARY The plans and specifications for the Altadena Drive/Pasadena Avenue Pedestrian Enhancements Project (CIP No. 4063) have been prepared and the project is now ready to be bid. This project provides for the installation of an in-pavement lighted crosswalk system and curb bump-outs at the Altadena Drive/Pasadena Avenue intersection. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 05-08, approving the plans and specifications for the Altadena Drive/Pasadena Avenue Pedestrian Enhancements Project (CIP No. 4063), and authorizing and directing the City Clerk to advertise for bids. FISCAL IMPACT The FY 2004-2005 Capital Improvement Program (CIP) Budget provides $122,000 for the construction of the Altadena Drive/Pasadena Avenue Pedestrian Enhancements Project (CIP No. 4063). Funding for construction is comprised of Measure "M" Turnback funds in the amount of $48,200, and a Caltrans Safe Routes to School Grant in the amount of $73,800. The Engineer's construction cost estimate to complete this work is $157,000. Upon receipt of construction bids, it will then be determined what the level of additional funding should be. CDBG Funds are in the process of being made available for this project to supplement the current budget. BACKGROUND The proposed project involves the installation of flashing lights within the pavement at an existing school crosswalk across the north leg of Pasadena Avenue at Altadena Drive. The proposed flashing lights will be activated by pedestrians and serve to provide additional warning to drivers that a pedestrian is using the crosswalk. This lighting technology is being applied by various cities throughout the country and is intended to provide benefits for pedestrians under both daytime and nighttime conditions. In an effort to increase pedestrian safety, curb extensions (bump-outs) will be constructed at the corners of the intersection in conjunction with flashing lights. These extensions will shorten the distance pedestrians will be required to travel across Pasadena Avenue. The project also includes the modification of curb ramps to meet requirements of the federal Americans with Disabilities Act (ADA). A Notice of Exemption has been recorded with the County of Orange. Kasdan Engineering Services Manager Attachments: Resolution No. 05-08 Location Map S:\Crty Councilltems\2005 Councii ItemslApproval of P&S AIIadena at Pasadena Ped Enhancements & Reso 05-08.doc RESOLUTION NO. 05-08 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE ALTADENA DRIVE/PASADENA AVENUE PEDESTRIAN ENHANCEMENTS PROJECT (CIP NO. 4063), AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the construction of the Altadena Drive/Pasadena Avenue Pedestrian Enhancements Project (CIP No. 4063); and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, this project is categorically exempt from the requirements of the California Environmental Quality Act; Class 1, Section 15301: Existing Facilities; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Altadena Drive/Pasadena Avenue Pedestrian Enhancements Project (CIP No. 4063) BE IT FURTHER RESOLVED that the City Clerk is herby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 3rd day of January 2005.
