AWARD OF BID FOR THE CITRUS RANCH PARK PICNIC SHELTER

SUMMARY:
The bid opening for the Citrus Ranch Park Picnic Shelter project was held on March 4,
2019. This project was identified by the Community Services Commission as the next
project to be completed on their seven-year Capital Improvement Project priority list.
RECOMMENDATION:
1. Staff recommends that City Council award the construction contract to A2Z
Construct, Inc. of Rancho Santa Margarita, California, in the amount of $138,000
subject to the approval of contract requirements by the City Attorney and final
execution of the contract.
FISCAL IMPACT:
Construction of the Citrus Ranch Park Picnic Shelter is included in the 2018-2019 Capital
Improvement Program as a Park Development funded project budgeted at $183,000.
CORRELATION TO THE STRATEGIC PLAN:
The project advances Goal A of the City of Tustin Strategic Plan regarding Economic
and Neighborhood Development by making improvements to existing facilities to
expand recreational activities.
BACKGROUND:
The scope of work includes the construction of a custom designed wood picnic shelter
on the north side of the park. The shelter was designed by James Mickartz Architect
(JMA) to reflect a similar aesthetic to the existing shelter on the south side of the park.
This includes wood beams and rafters, stone veneer covered columns, and a concrete
tile roof (see Attachment).
SUMMARY:
Sealed bids were opened on March 4, 2019. The four (4) bids were as follows:

A2Z Construct, Inc., Rancho Santa Margarita $138,000.00
KG Axis, Irvine $143,400.00
K -Tech Construction, Inc., Norwalk $174,500.00
Optima RPM, Inc., Irvine $204,892.38
Reference checks of the contractor, review of the bid documents and required bonds,
and a determination that the contractor possesses a valid contractor's license have
been completed. The City Attorney will complete a review of the contract and insurance
certificates. Construction is scheduled to begin in May 2019 and the project should be
completed by June 2019.
