STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: AWARD OF CONTRACT FOR BIDS FOR THE POLICE DEPARTMENT EVIDENCE ROOM HVAC PROJECT CIP NO. 10032 SUMMARY Staff is requesting that the City Council award the construction contract for the Police Department Evidence Room HVAC Project (CIP No. 10032) to the lowest responsive/responsible bidder. RECOMMENDATION It is recommended that the City Council award the construction contract for the Police Department Evidence Room HVAC Project CIP No. 10032 to the lowest responsive/responsible bidder, TBC Contractors Corporation, in the amount of $198,620.00 and authorize the Mayor and City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT Sufficient funds have been budgeted and appropriated for the Police Department Evidence Room Project. An initial appropriation of $156,000 was approved in FY 2017-18 from the Capital Projects Fund (Fund 200). The Police Department recently secured $80,000 for the project through a Proposition 69 grant, which is managed by the County of Orange. The grant funds were appropriated by the City Council as part of the FY 2018-19 mid -year budget update. CORRELATION TO THE STRATEGIC PLAN The Police Department Evidence Room HVAC Project contributes to the fulfillment of the City's Strategic Plan Goal B: Create and implement a plan to protect the City's public assets. Specifically, the project implementation of Strategy 5a, which among other items, is for the improvement of facilities. BACKGROUND The City of Tustin Property and Evidence Section utilizes best practices as it pertains to the intake, security, storage and processing of items seized as evidence or held for safekeeping. This function is vital to the criminal justice process. The management of this function has become increasingly complex due to factors related to legislative mandates, the protection and preservation of biological - DNA -related material, security and chain of custody, and the training of personnel. The City Council approved plans and specifications and authorized soliciting bids on January 15, 2019. Formal bids were received on March 12, 2019, and were reviewed by the Public Works Department. Fifteen contractors attended the pre-bid job walk and one bid was received from TBC Award Contract - Evidence Room HVAC April 2, 2019 Page 2 Contractors Corporation. Staff believes that economic times continue to improve and become evident with the submission of a single bid. Staff has reviewed the references and the State Contractor's License for TBC Contractors Corporation and has determined that they are appropriate for all aspects of the subject project. In addition, TBC Contractors Corporation completed the Council Chambers Remodel and Library Restoration projects. Project notes reveal an exceptional experience between TBC Contractors Corporation and the City of Tustin in both projects. It is recommended that the City Council award the construction contract for the Police Department Evidence Room HVAC Project (CIP No. 10032) to the lowest responsive/responsible bidder, TBC Contractors Corporation and authorize the Mayor and City Clerk to execute the contract documents on behalf of the City. �Do ,s .
