HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: SUBMITTAL OF CITY OF TUSTIN APPLICATIONS FOR ORANGE COUNTY COMBINED TRANSPORTATION FUNDING PROGRAMS, FISCAL YEARS 2005/2006 TH ROUG H 2009/2010 SUMMARY City Council adoption of Resolution No. 05-16 will approve the submittal of City applications for the Orange County Combined Transportation Funding Programs (CTFP). The Orange County Transportation Authority (OCTA) requires Council approval as part of the application process. RECOMMENDA TION It is recommended that the City Council adopt Resolution No. 05-16 requesting that the Orange County Transportation Authority (OCT A) include the City of Tustin's projects in the Fiscal Years 2005/2006 through 2009/2010 Combined Transportation Funding Programs (CTFP) . FISCAL IMPACT Fiscal impact is unknown at this time. If all of the subject applications are approved by OCT A, the City.s funding obligations for various projects in the Seven-Year Capital Improvement Program will be reduced by over $16.68 million. BACKGROUND On November 8,2004, the OCTA issued a call for project applications for various Measure II Mil Programs within the CTFP for Fiscal Years 2005/2006 through 2009/2010. The thirteen projects were selected based upon review of the City's current Capital Improvement Program (CIP), past application submittals, current established criteria for funding and evaluation of the project matching fund requirements. The applications must be submitted to OCT A by January 24, 2005 to meet the CTFP deadline. Exhibit IIA" of Resolution No. 05-16 designates the projects to be submitted by the City for Fiscal Years 2005/2006 through 2009/2010 of the CTFP. Kasdan Engineering Services Manager Attachment: Resolution No. 05-16 S:\City Councilltems\2005 CoLincilltems\2004 CTFP Application & Reso 05-16.doc RESOLUTION NO. 05-16 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING THE SUBMITTAL OF APPLICATIONS FOR CERTAIN IMPROVEMENT PROJECTS TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE COMBINED TRANSPORTATION FUNDING PROGRAMS FOR FISCAL YEARS 2005/2006 THROUGH 2009/2010 WHEREAS, the City of Tustin desires to implement the transportation improvements listed in Exhibit IIAII attached hereto and incorporated herein; and WHEREAS, the City of Tustin has been declared by the Orange County Transportation Authority to meet the eligibility requirements to receive Measure M "Turnback" Funds; and WHEREAS, the City's Circulation Element is consistent with the County of Orange Master PI~n of Arterial Highways; and WHEREAS, the City of Tustin will provide matching funds for each project as required by the Orange County Combined Transportation Funding Program Procedures Manual; and WHEREAS, the Orange County Transportation Authority intends to allocate funds for transportation improvement projects within the incorporated cities and the Cou nty; and WHEREAS, the City of Tustin will not use Measure M Funds to supplant Developer fees or other commitments; and WHEREAS, the City of Tustin will use Arterial Highway Rehabilitation Funding as a supplement to their existing pavement management program; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Tustin hereby requests that the Orange County Transportation Authority allocate funds in the amounts specified in the City's applications to said City from the Combined Transportation Funding Programs for Fiscal Years 2005/2006 through 2009/2010. Said funds shall be matched by funds from said City as required and shall be used as supplemental funding to aid the City in the improvement of the projects listed in Exhibit "A" attached hereto and incorporated herein.
