HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: AUTHORIZATION TO INSTALL NORTHBOUND STOP CONTROL FOR RAINTREE LANE AT ANA TREE PLACE SUMMARY An analysis of traffic control at the intersection of the northbound approach of Raintree Lane at Ana Tree Place has been completed. It has been determined that the installation of northbound stop control for Raintree Lane at Ana Tree Place is appropriate for assignment of vehicular right of way at this intersection. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 05-15, authorizing the installation of stop controls. for the northbound approach of Raintree Lane at Ana Tree Place. FISCAL IMPACT It is estimated that the cost to install a "stop" sign, a "stop ahead" sign, and appropriate pavement markings at the subject intersection is approximately $800. Adequate funds are available in Engineering Division Account No. 01-402-6230 (Sign Maintenance and Striping) and Account No. 01-402-6625 (Traffic Signs & Paint) to perform this work. BACKGROUND For orientation purposes Raintree Lane is considered a north/south local residential street. The westerly and easterly intersections of Raintree Lane and Ana Tree Place are approximately 1 00 feet ,apart, constituting a "jog" in Raintree Lane for northbound and southbound traffic. Despite supplemental speed signs recommending 10 MPH for Raintree Lane traffic as it approaches Ana Tree Place from each direction, many drivers have been observed negotiating the "jog" in Raintree Lane at relatively high speeds. Many of these drivers cross over the yellow centerline in conflict with on-coming traffic due to the speeds at which they are driving. DISCUSSION On November 1, 2004 the Engineering Division received a petition from residents of Ana Tree Place requesting that the City of Tustin install traffic control measures at the two intersections of Raintree Lane and Ana Tree Place. The westerly intersection of Raintree Lane and Ana Tree Place is a ninety degree "knuckle" and, therefore, does not experience cross traffic in need of right-of-way assignment. Traffic issues at this location are related to the speed of approaching vehicles and are being addressed with a radar actuated, solar Authorization to Install Northbound Stop Control for Raintree Lane at Ana Tree Place January 17, 2005 Page 2 powered electronic "driver feedback" sign. This type of sign tells drivers how fast they are traveling and is already planned for installation later this winter. The easterly intersection is a "Tee" intersection, with northbound Raintree Lane terminating into Ana Tree Place. Similar to the westerly intersection, the speed of approaching Raintree Lane traffic is a concern at this location. Unlike the westerly intersection, however, this intersection has conflicting traffic movements without positive assignment of right-of-way for vehicles entering the intersection. Due to lack of right-of-way assignment, analysis of stop controls was necessary at this intersection. The installation of stop controls is typically determined by satisfying established Caltrans Warrants along with other site-specific conditions that justify the placement of stop signs at certain locations. The warrants, which are one means of justifying the installation of stop signs, require evaluation of numerical data collected at the subject location, including traffic volumes and accident data. To fully analyze a location for the installation of stop controls, roadway characteristics and traffic conditions need to be evaluated on a case-by-case basis. At this location the Caltrans Warrants for stop sign installation are not satisfied. A copy of the warrant analysis is attached. However, it has long been acknowledged that local residential areas represent unique situations where engineering judgment may be utilized in determining the installation of stop signs. At this location it is appropriate to analyze other roadway characteristics and traffic conditions that may provide more pertinent considerations. Field observations, supported by eye witness accounts from residents and the Police Department, indicated that some northbound Raintree drivers are not yielding to Ana Tree drivers. This is partially due to a sight obstruction for northbound Raintree drivers by the home on the east side of Raintree at Ana Tree, and partially due to the speed of approaching Raintree traffic. Installation of a "Stop" sign and a "Stop Ahead" sign for northbound Raintree traffic at Ana Tree Place will reduce the potential conflict at this intersection. Standard practice at this "Tee" intersection would be to assign right-of-way to through traffic on Ana Tree Lane, while requiring northbound Raintree Lane traffic to stop and yield. In consideration of the forgoing discussion, it is concluded that the installation of stop control for northbound Raintree Lane at Ana Tree Place is appropriate. Tim D.
