ADOPTION OF A RESOLUTION REGULATING PUBLIC INPUT AND
DECORUM AT CITY COUNCIL MEETINGS
RECOMMENDATION:
Adoption of resolution regulating public input and decorum at City Council meetings.
FISCAL IMPACT:
There is no fiscal impact with this action.
BACKGROUND:
These regulations outline the ground rules for members of the public at City Council
meetings. They can be made available to all attendees, and will help promote orderly
meetings.

RESOLUTION NO. 01-68
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, ADOPTING REGULATIONS FOR
PUBLIC INPUT AND DECORUM AT CITY COUNCIL MEETINGS
WHEREAS, in order to conduct City Council business in an orderly manner while
insuring the public's right to provide input to the City Council at City Council meetings, it is
necessary for the City Council to adopt reasonable regulations governing public input and
decorum at City Council meetings; and
WHEREAS, such regulations are authorized by the Brown Act (Government Code
Section 54954.3).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA,
finds, determines and orders as follows:
SECTION 1. The presiding officer (Mayor, Mayor Pro Tempore or
Councilmember presiding) shall have the authority to enforce these regulations and to
deviate from the regulations, when reasonably necessary.
SECTION 2. Speakers on non-agenda items may address only items that are
within the subject matter jurisdiction of the City Council. Time allotted for such presentations
is limited to three (3) minutes, or less in the discretion of the presiding officer. Total time
allotted for public input on non-agenda items is limited to thirty (30) minutes to one (1) hour,
in the discretion of the presiding officer.
SECTION 3.
A speaker may not relinquish hedhis time to another.
SECTION 4. When addressing the Council, speakers are requested to state
their name, face the Council, and adhere to the applicable time limits.
SECTION 5. Complaints against employees will normally be heard in Closed
Session and a complaint should be filed first with the City Manager.
SECTION 6. Members of the public shall not clap, whistle, sing, call-out, chant
or otherwise make noises or utterances which disturb the peace and order of the meeting
and interfere with persons who are speaking.
SECTION 7. Except when addressing the Council at the podium and when
invited by the presiding officer to stand in an outer aisle to await a turn to speak, members of
the public shall remain seated and shall not hold up signs or other objects which impede,
either fully or partially, the views of the other attendees at the meeting.

SECTION 8. After one warning, the Mayor may order the removal of disruptive
individuals, and the City Council may order the room cleared if removal of the disruptive
individuals is infeasible or does not cure the disruption. (Government Code Section
54957.9.) Any person who willfully disturbs any City Council meeting is guilty of a
misdemeanor. (Penal Code Section 403.)
PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin
on the day of ,2001.
