TUSTIN HISTORIC REGISTER NOMINATION BOUCHARD HOUSE — 255 SOUTH A STREET RECOMMENDATION That the Planning Commission, as Historic and Cultural Resources Advisor, approve the nomination of 255 South A Street to the City's Historic Register Plaque Program and select "Bouchard House - 1923" as the most appropriate historical name and date of construction of the property. .5, 255 South A Street April 9, 2019 Page 2 BACKGROUND AND DISCUSSION Owners of historic homes or commercial buildings in Tustin are eligible to participate in the City's plaque designation program, called the Tustin Historic Register Plaque Program. The purpose of the voluntary program is to recognize Tustin's historic properties, educate the public, increase public interest in historic properties, and promote community pride. The plaques display the construction date of the building, up to two (2) lines of text, and the words "Tustin Historic Register." The bronze plaques may be mounted on the residence or set on metal stakes. The program guidelines state that the Tustin 1 91 51Z Historical Surveys and input from the Tustin Preservation Conservancy (TPC) and the Tustin Area • Historical Society (TAHS) shall serve as the primary sources of historical information used in determining Plaque on display at the Tustin the most appropriate historical property name. Staff Garage Building on El Camino has reached out to both the TPC and TAHS for this Reall6th Street application. Historically, the property name has been recognized as the most prominent owner or occupant of the residence. If a single prominent owner or occupant cannot be identified, the text would consist of the name of the builder, the original owner of the property, or the owner/occupant with the longest tenure in the building. This criterion distinguishes the residence from other residences in Old Town Tustin or when the surname could be associated with more than one (1 ) prominent resident. 255 South A Street The current property owner, Gleeanne Jeffries, is nominating the property at 255 South A Street for addition to the Tustin Historic Register Plaque Program. The nomination is to recognize the 1923 building as a significant example of the California Bungalow architectural style in the City of Tustin. The property is located within the Cultural Resources District and identified in the City's 1990 and 2003 Historical Resources Surveys. According to the 1990 Historical Resources Survey, Sherman Stevens, a local landowner and rancher purchased three lots on the northeast corner of Third and A Streets in 1920. The next year, he sold the lot (Lot 12, Tract 793) to Alton Alderman, the owner of the Tustin Hardware Company. Frank F. and Rena Bouchard purchased the property from Mr. Alderman and built the house in 1923. 255 South A Street April 9, 2019 Page 3 The Tustin Union High School District, as it was known at the time, hired Mr. Bouchard as a teacher for the newly constructed high school on EI Camino Real in 1922. Mr. Bouchard taught auto mechanics, wood shop, coached boys basketball and the swim team, which had its practices and meets at the Anaheim municipal "plunge". With the installation of electricity, Mr. Bouchard taught evening classes in motor mechanics to adults (including a few women) in the latter part of 1922. He also served as the transportation manager for the school district. Mr. Bouchard eventually left the school district to start an automobile business. Records indicate he sold the property to Ferrall W. Bouchard in 1944, who in turn, sold it in 1946. The property would have been in the Bouchard family for twenty four(24) years. The 1990 and 2003 surveys state the following about the property's character defining features (Attachment A): "An offset front-facing gable matches the main front-facing gabled roof of the single-storied bungalow on the corner of A and 31d Streets. Triangular braces accent the gable faces. Elephantine posts, resting on two-toned grey brick piers, support the porch roof. A pergola, extending on the south side, is supported by a matching pier and post. Narrow clapboard siding covers the exterior. Large plate glass windows, with transoms above, flank the natural wood front door. A 40's style multi-paned, metal framed window and a multi-light French door with sidelights are located on the south fagade." This structure has a B rating in the 1990 Historical Resources Survey and a 6131 rating in the 2003 Historical Resources Survey (Attachment C). The 5131 rating indicates that the structure is locally significant both individually (listed, eligible, or appears eligible) and as a contributor to a district that is locally listed, designated, determined eligible or appears eligible through survey evaluation. It appears that the pergola with an elephantine pier matching the front piers/posts on the south side of the property as described in the surveys were removed sometime after 2003, when the second survey was completed. City permit records indicate that an 82 square-foot addition and a detached garage were added at the rear of the property in 1982. 255 South A Street April 9, 2019 Page 4 Based on the naming criteria designated by the Planning Commission, staff recommends the Planning Commission, in their capacity as Historic and Cultural Resources Advisor, approve the plaque designation with the name "Bouchard House - 1923" as the builder/owner/occupant of the residence.
