HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: AUTHORIZATION TO INSTALL ALL-WAY STOP CONTROLS AT C STREET AND SECOND STREET SUMMARY A traffic analysis for all-way stop controls at C Street and Second Street has been completed. It has been determined that the installation of all-way stop controls at this intersection will provide sufficient gaps in traffic flow on C Street to accommodate access needs in the area. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 01-65, authorizing the installation of all-way stop controls at C Street and Second Street. FISCAL IMPACT It is estimated that the cost to install stop signs and the appropriate pavement markings at the subject intersection is approximately $1,200.00. Funds are currently available in the Public Works Department/Engineering Division Operating Budget to perform this work. BACKGROUND The Engineering Division received a request from Councilmember Kawashima to investigate the current traffic conditions on C Street at the Second Street intersection. Concern was expressed that due to traffic demands on C Street, vehicles were experiencing difficulty turning from Second Street and adjacent driveways onto C Street. It was also indicated that pedestrians were having difficulty crossing C Street at Second Street to access Peppertree Park and the Tustin Senior Center. DISCUSSION The intersection of C Street and Second Street is currently a "T" intersection with the single leg of the intersection, Second Street, having an existing stop sign. C Street is a through street classified as a local street and is intended to serve local, residential traffic. However, it also serves as access for the businesses along C Street and for users of Peppertree Park and the Senior Center. On numerous occasions the parking facilities that serve the Senior Center and Peppertree Park are fully occupied resulting in users of these facilities having to park nearby on the public streets. There is a private elementary school located at the southwest corner of El Camino Real/Second Street and the students frequently walk to Peppertree Park for activities. These users typically cross C Street at Second Street waiting for gaps in traffic before proceeding across the intersection. As part of the all-way stop installation, marked crosswalks would be added across the south and east legs of the intersection. AuthorizationtolnstallAIl-Way Stop Controls at C Streetand Second Street June 18,2001 Page 2 The installation of stop controls is typically determined by satisfying established Caltrans Warrants along with other site-specific conditions that justify the placement of stop signs at certain locations. The warrants, which are one means of justifying the installation of stop signs, require evaluation of numerical data collected at the subject location. To fully analyze a location for the installation of stop controls, roadway characteristics and traffic conditions need to be evaluated on a case-by-case basis. At this location the Caltrans Warrants for stop sign installation are not satisfied. Copies of vehicle counts and pedestrian counts at the subject intersection are attached for information. However, it has long been acknowledged that local business areas represent unique situations where engineering judgment may be utilized in determining the installation of stop signs. At this location it is appropriate to analyze other roadway characteristics and traffic conditions that may provide more pertinent considerations. Based upon the traffic analysis prepared for the subject location, and characteristics and conditions apparent at and surrounding the C Street/Second Street intersection, further analysis was warranted for consideration of stop controls. There is on-street parking along both sides of C Street and between the driveways serving the Senior Center. Parked vehicles at this location affect pedestrians crossing at the south leg of the C Street/Second Street intersection. Pedestrians crossing at the north intersection leg align with the northerly Senior Center driveway area, thereby eliminating the possibility of a marked crosswalk at this location. Parked vehicles also affect sight distance at the subject intersection. It was also observed there are a number of stop signs installed at various nearby intersections. However, there are no stop controls on C Street between First Street and Main Street. Based upon this, the installation of stop signs on C Street would serve to provide a desired balance for the area traffic controls. Other considerations included vehicle delay and safety considerations. It is known that vehicle delays can result from the installation of stop signs. However, it is documented in some cases that the qualitative benefits to the area from the stop signs would serve to offset the increased vehicle delays. At this location these benefits are believed to be a significant factor for consideration. Safety impacts are obviously a significant consideration. Installation of stop controls at appropriate locations result in maintenance of acceptable operations at the specific location as well as for the overall system. It has been determined that reasonable safety operations would be maintained with the installation of stop signs at this location. Authorization to Install Ali-Way Stop Controls at C Street and Second Street June 18, 2001 Page 3 It is concluded that the installation of stop controls at C Street and Second Street will provide the necessary traffic gaps to allow vehicles turning onto C Street from Second Street. The installation of marked crosswalks in conjunction with the all-way stop installation will provide for pedestrian movements across both C Street and Second Street at the subject intersection. RESOLUTION NO. 01-65 4 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA DESIGNATING THE LOCATION OF CERTAIN ALL-WAY STOP CONTROL INTERSECTIONS 5 6 7 8 9 10 11 12 13 14 15 16 17 18 WHEREAS, Section 5323 of the Tustin City Code provides for the designation of stop intersections by resolution of the City Council upon the making of certain findings; and WHEREAS, the City Council hereby finds and determines that the placement of stop signs at the intersection listed below is necessary to facilitate the flow of traffic and provide for the assignment of vehicular right-of-way; and WHEREAS, said findings are made subsequent to receipt of a traffic engineering report summarizing traffic survey data realistic to said intersections; NOW, THEREFORE, BE IT RESOLVED by the City Council of Tustin that the intersection set forth below is hereby designated as an all-way stop intersection and the City Engineer is hereby directed to place and maintain stop signs at one or more entrances to said intersection as herein specified, and that Resolution 01-65 shall take effect upon placement of said signs.
