HUSTON, CITY MANAGER FROM: PARKS AND RECREATION SERVICES SUBJECT: GRANT FUNDS FOR THE PER CAPITA GRANT PROGRAM SUMMARY: Cities choosing to submit applications for grant funds under the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000 must first submit an approved resolution from the applicant's governing body. The Bond Act would be used to fund a portion of the construction and design costs for the Pioneer Road Park project. RECOMMENDATION: The City Council approve the application for Grant Funds for the Per Capita Grant Fund Program under the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000 and adopt the attached Resolution No. 01-63 to support the grant request. FISCAL IMPACT: The estimated budget for Pioneer Road Park, $1.3 million, includes architectural services, project management and construction costs. The allocation of $619,000 under the Bond Act would be used to fund a portion of this project. Additional funding has been allocated under the City's 2001/2002 Capital Improvement Program to complete the project. BACKGROUND: Under terms of the 2000 Bond Act Per Capita Grants are being allocated to cities, counties and park and recreation districts on a population-based formula. Funds may be used to provide for safe and accessible local parks and facilities. The Parks & Recreation Department has identified the development of Pioneer Road Park as an eligible project. The three-acre site located at Pioneer Road and Jamboree, near the Salvation Army facility, provides an opportunity to develop a neighborhood park that has been identified as a pr!0rity project by the Tustin Ranch community, the City Council and the Parks and Recreation Commission. The tentative project schedule is as follows: Community Workshop Master Plan Approval Project out for Bid Bid Opening Award of Contract Notice to Proceed Construction Completion August 25, 2001 October 15, 2001 January 2, 2002 March 1, 2002 March 18, 2002 April 8, 2002 November 1,2002 SUMMARY: The Parks and Recreation Services Department is requesting that the City Council approve the attached resolution. Bond Act funding would be used for a portion of construction and design costs for the Pioneer Road Park project. Tentative completion of the park project is scheduled for winter 2002. I~~Recreation Services Attachments: Resolution 01-63 GRANTFUNDS RESOLUTION NO. 01-63 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE APPLICATION FOR GRANT FUNDS FOR THE PER CAPITA GRANT PROGRAM UNDER THE SAFE NEIGHBORHOOD PARKS, CLEAN WATER, CLEAN AIR, AND COASTAL PROTECTION BOND ACT OF 2000. WHEREAS, the Legislature and Governor of the State of Califomia have approved a grant for the project shown above; and WHEREAS, the California Department of parks and Recreation has been delegated the responsibility for the administration of the grant project, setting up the necessary procedures; and WHEREAS, said procedures established by the California Department of Parks and Recreation require the Grantee to certify by resolution the approval of the Application before submission of said Application so the State; and WHEREAS, the Grantee will enter into a contract with the State of California for subject project; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin, California, does hereby resolve, declare, determine and order as follows: 1. Approves the filing of an Application for local assistance funds from the Per Capita Grant Program under the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000; and 2. Certifies that Grantee understands the assurances and certification in the Application form; and 3. Certifies that Grantee has or will have sufficient funds to operate and maintain the project; and 4. Certifies that Grantee has reviewed, understands and agrees to the General Provisions contained in the Contract shown in the Procedural Guide; and 5. Appoints the Director of Parks and Recreation Services as agent to conduct all negotiations, execute and submit all documents including, but not limited to Applications, agreements, payment requests and so on, which may be necessary for the completion of the Project.
