SUBJECT: ADOPT RESOLUTION NO. 19-16 APPROVING PROJECT LIST TO BE
SUBMITTED TO THE CALIFORNIA TRANSPORTATION COMMISSION FOR
SB1 FUNDING FOR FISCAL YEAR 2019/20
SUMMARY
In order to be eligible to receive new funding under Senate Bill 1 (SB1), the City is required to submit
a Project List to the California Transportation Commission (CTC) no later than May 1, 2019.
RECOMMENDATION
Staff recommends the City Council:
1. Adopt Resolution No. 19-16 identifying projects to be submitted to the California
Transportation Commission for SB 1 funding-, and
2. Direct staff to submit the Project List to the California Transportation Commission on
behalf of the City.
FISCAL IMPACT
Submittal of the Project List to the CTC allows the City to receive funding for maintenance,
rehabilitation, and safety related roadway projects. The current estimated revenue for Fiscal Year
2019-20 is approximately $1,362,928.
CORRELATION TO THE STRATEGIC PLAN
The recommended actions contribute to the fulfillment of the City's Strategic Plan Goal B, Public
Safety and Protection of Assets, ensuring that Tustin is an attractive, safe and well maintained
community in which people feel pride.
DISCUSSION
On April 28, 2017 the Governor signed SB1, which is known as the Road Repair and Accountability
Act of 2017 to address basic road maintenance, rehabilitation and critical safety needs on both the
state highway and local streets and road system.
Beginning November 1, 2017, the State Controller began depositing various portions of this new
funding into the newly created Road Maintenance and Rehabilitation Account (RMRA). A
percentage of this new RMRA funding is being apportioned by formula to eligible cities and counties
for basic road maintenance, rehabilitation, and critical safety projects on the local streets and roads
system. The City is required to adopt a Project List by resolution and submit to the CTC annually by
May 1 st for the upcoming fiscal year.

The attached Resolution No. 19-16 includes a list of projects planned to be funded in part or solely
with FY 2019-20 RMRA revenues and a list of previously approved and adopted projects that may
utilize FY 2019-20 RMRA revenues in their delivery that will be submitted to the CTC for review. A
list of eligible cities and counties will be adopted by the CTC in June and subsequently submitted to
the State Controller. It is expected that the Controller will continuously apportion RMRA funds on a
monthly basis.

RESOLUTION NO 19-16
RESOLUTION ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2019-20
FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017
WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017
(Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the
Governor in April 2017 in order to address the significant multi -modal transportation funding
shortfalls statewide; and
WHEREAS, SB 1 includes accountability and transparency provisions that will
ensure the residents of the City are aware of the projects proposed for funding in our
community and which projects have been completed each fiscal year; and
WHEREAS, the City must adopt by resolution a list of all projects proposed to receive
fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA), created
by SB 1, which must include a description and the location of each proposed project, a
proposed schedule for the project's completion, and the estimated useful life of the
improvement; and
WHEREAS, the City will receive an estimated $1,362,928 in RMRA funding in Fiscal
Year 2019-20 from SB 1; and
WHEREAS, this is the third year in which the City is receiving SB 1 funding and will
enable the City to continue essential road maintenance and rehabilitation projects, safety
improvements, repairing and replacing aging bridges, and increasing access and mobility
options for the traveling public that would not have otherwise been possible without SB 1;
and
WHEREAS, the City used a Pavement Management Plan (PMP) and Capital
Improvement Program to develop the SB 1 project list to ensure revenues are being used
on the most high-priority and cost-effective projects that also meet priorities for
transportation investment; and
WHEREAS, the City's PMP has been developed to assist City personnel by providing
current data on the City's street network and to develop cost-effective maintenance
strategies to maintain a desirable level of pavement performance on a network scale, while
optimizing the expenditure of limited fiscal resources; and
WHEREAS, the City's weighted pavement condition index (PCI) for the entire
network is 87.1; and
WHEREAS, system sustainability can only be achieved through proactive scheduling
and the implementation of cost-efficient pavement applications; and
WHEREAS, restoring roads before they fail reduces construction costs and
successive years of collecting pavement condition data has shown that it is far more
economical to preserve roads than to delay repairs; and
WHEREAS, the SB 1 project list and overall investment in our local streets and roads
infrastructure with a focus on basic maintenance and safety, investing in complete streets
infrastructure, and using cutting-edge technology, materials and practices, will have
significant positive co -benefits statewide.
NOW, THEREFORE, BE IT RESOLVED that:
1. The foregoing recitals are true and correct; and
2. The previously approved and adopted projects on the attached Exhibit A may utilize
Fiscal Year 2019-20 Road Maintenance and Rehabilitation Account revenues in
their delivery. With the re -listing of these projects in the adopted fiscal year
resolution, the City is reaffirming to the public and the State its intent to fund these
projects with Road Maintenance and Rehabilitation Account revenues.
