HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: AWARD OF CONTRACT FOR THE WIDENING OF EDINGER AVENUE FROM 1400 FEET EAST OF RED HILL' AVENUE TO 2400 FEET WEST OF JAMBOREE ROAD (CIP 7132) SUMMARY Award of this contract will provide for the widening of Edinger Avenue from the existing four lanes to major arterial highway standards (six lanes with bike lanes). The limits of the widening are from 1400 feet east of Red Hill Avenue easterly along the former MCAS Tustin on the south side and along the SCRAA Railway on the north side to 2400 feet west of Jamboree Road. RECOMMENDATION It is recommended that the City Council award the construction contract for the Edinger Avenue Widening from 1400 feet east of Red Hill Avenue to 2400 feet west of Jamboree (CIP No. 7132) to Palp, Inc DBA Excel Paving of Long Beach, California in the amount of $2,597,340.00 and authorize the Mayor and City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT The City's 2000-2001 Fy Capital Improvement Program Budget currently allocates sufficient funds to award the construction contract. The construction bid includes an Irvine Ranch Water District (IRWD) Domestic Water Facility that will be constructed with this c°ntract and reimbursed by IRWD. The IRWD portion of the bid is $116,940. A reimbursement agreement with between IRWD and the City was approved on April 2, 2001 by the City Council. BACKGROUND This project provides for the widening of Edinger Avenue frOm the existing four lanes to major arterial highway standards (six lane with bike lanes). The limits of the widening are from 1400 feet east of Red Hill Avenue easterly along the former MCAS Tustin on the south side and along the SCRAA Railway on the north side to 2400 feet west of Jamboree Road. The work includes pavement resurfacing, new street pavement, curb, gutter, raised median, storm drain, streetlights and an IRWD water domestic'water facility. The project does not include any landscaping as that will be constructed as a later phase. A comprehensive Environmental Impact Report (EIR) was prepared with the County of Orange Environmental Management Agency as the lead agency for the Moulton Smart Street Program. The Orange County Board. of Supervisors certified the Final EIR on October 5, 1993 and then the EIR was approved by the City of Tustin on April 2,2001. Award of Contract for the Widening of Edinger Avenue from 1400 Feet East of Red Hill Avenue to 2400 Feet West of Jamboree Road July 2, 2001 Page 2 The widening of Edinger Avenue extends the street right of way into a pot[ion of the former MCAS Tustin. A Grant of Easement to allow for the additional street right of way and construction on the former MCAS Tustin property was approved by the United States Department of the Navy for the Edinger Avenue widening and was recorded by the County of Orange. DISCUSSION Bids for the Edinger Avenue Widening from 1400 feet east of Red Hill Avenue to 2400 feet west of Jamboree (CIP No. 7132) were opened on June 6, 2001. The references and State Contractor's License for Palp, Inc DBA Excel Paving have been checked and are appropriate for this project. IRWD has given written concurrence for award of the water facility construction items within the bid in accordance with the reimbursement agreement.
