HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/WATER SERVICES DIVISION SUBJECT: ACCEPTANCE OF PUBLIC IMPROVEMENT AND AUTHORIZATION TO FILE NOTICE OF COMPLETION FOR SCADA SYSTEM UPGRADE SUMMARY This action consists of the acceptance of work and authorization of recordation of the Notice of Completion for the Supervisory Control and Data Acquisition (SCADA) System Upgrade. This project consisted of the replacement of obsolete computer and electronic equipment used to monitor and control the Water Division's wells, reservoirs, booster stations, import connections and treatment facilities. RECOMMENDATION It is recommended that the Tustin City Council adopt Resolution'No. 01-72 accepting said work and authorizing the recordation of the Notice of Completion and direct the City Clerk to' 1. Release the Labor and Materials Bond not sooner than thirty-five (35) days after the date of recordation of the Notice of Completion; and 2. Release of Faithful Performance Bond not sooner than one year after the date of recordation of the Notice of Completion. Assuming no other claims or stop payment notices are filed, it is further recommended that the City Council authorize payment of the retention amount, thirty-five days after the date of recordation of the Notice of Completion. The amount of retention currently being held equals $32,920.00. This amount together with previous payments total $329,200.00 and represents 100% of the final contract cost. FISCAL IMPACT The final cost of the contract is $329,200.00. This amount was budgeted in the FY 99~00 Water Operations and Maintenance Budget. Acceptance of Public Improvement and Authorization to File Notice of Completion for SCADA System Upgrade July 2, 2001 Page 2 BACKGROUND The original SCADA System was installed in 1993. Since that time there have been several industry improvements in both hardware and software. This project has upgraded the telemetry to allow better operational flexibility and overall reliability. This project has been completed to the satisfaction of the City Engineer and is now ready for City Council acceptance. Tim D. Serlet ,..- Director of Public Works/City Engineer TDS:ccg:NOC SCADA & Reso 01-72 & NOC Attachment RESOLUTION NO. 01-72 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE WORK OF IMPP, OVEMENT AND AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR SCADA SYSTEM UPGRADE WHEREAS, Shasta Electric LP having a contract with 'the City Council to provide the hereinafter described public work and improvement; and 9 l0 !6 18 !9 20 WHEREAS, the City Engineer has duly certified to the completion of said public improvement hereinafter mentioned in a manner satisfactory to the City Council of the City of Tustin; and WHEREAS, the City Council finds that said contractor has completed said public improvement hereinafter more particularly described in accordance with the provisions of the contract documents and the Notice of Completion, and acceptance of said public work and improvement should be filed and payment of the balance due said contract authorized in accordance' with the contract document. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that said public work and improvement is found to be complete, and the same is hereby accepted. Said public work and improvement is more particularly described as follows: SCADA System Upgrade BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby authorized to execute and file a Notice of Completion for the acceptance of said public works and improvement described herein as required by law.
