At the Tustin City Council meetings of July 17, 2018, September 4, 2018, October 15, 2018, and
January 15, 2019, you appeared during Public Input and noted that you had not received a response
regarding your concerns reiated to your recreational vehicle (RV) storage. i wanted 'to reach out to
you in this matter. Please note that two members of my staff have previously written to you on
September 10, 2018 and October 23, 2018, and left you voicemail messages on August 14, 2018,
and September 6, 2018, to follow up with you.
You indicated that in 2005, you stored your RV on an unpaved portion of your home's front yard and
that City Code Enforcement staff told you that an RV could not be stored on an unpaved surface. In
response, you installed a concrete surface in the front yard and believed it resolved the Code
Enforcement action. You indicated that your investment in the paved surface and the City's lack of
past enforcement should grant you a "grandfathered" right to its continued use for RV storage and
exempt you from the TCC prohibiting the storage of an RV on your property.
More recently, you received a Notice of Violation in 2014 and 2018 that TCC Section 9266(c)(2)
prohibits the storage of an RV in the manner in which you are storing the RV at your property. There
is no exemption from the requirements of the TCC in this regard. Because your code violation
remained uncorrected for years does not make the violation acceptable.
The TCC referenced above prohibits the storage of your RV (on or off a paved surface). Again,
there is no grandfathered condition. City staff provided a comprehensive presentation to the City
Council that identified the history and options related to the possibility of modifying the current code
requirements. The outcome was to maintain the existing Code provisions. The City Council did
request staff to provide information to property owners where in town RVs could be stored (see the
attached list). Further, the Ciiy Council directed the Ecurlornic Development 51alf iv ex lore ti;c
capability of providing additional RV storage for residents at Tustin Legacy.
