SUBJECT: CITY MANAGER EMPLOYMENT AGREEMENT
SUMMARY
Following the conclusion of labor negotiations, the City Council will consider approval of
an Employment Agreement with Matthew S. West to serve as City Manager.
RECOMMENDATION
1. Receive a verbal summary of the proposed Employment Agreement with
Matthew S. West; and
2. Approve the Employment Agreement.
FISCAL IMPACT
Refer to the proposed amendment.
CORRELATION TO THE STRATEGIC PLAN
Approval of an Employment Agreement would advance the goal in the City's Strategic
Plan to be "a high performance organization with effective customer service provided by
a professional workforce", and correlates with the Council -approved strategy to
encourage "succession planning for all parts of the organization to cultivate and grow
leadership".
BACKGROUND AND DISCUSSION
On April 15, 2019, the City Council unanimously appointed Acting City Manager
Matthew S. West as City Manager. Pending the outcome of labor negotiations, the City
Council may wish to deliberate upon and approve a new Employment Agreement with
Mr. West.

If the City Council elects to consider approval of a new Employment Agreement, the
proposed Agreement will be made available to the public upon request after the closed
session, during the public City Council meeting. State law requires that a verbal
summary of the proposed agreement be provided in open session before the new
Employment Agreement is approved. The City Attorney will provide the required
summary.
