RECOMMENDATION'
Adopt Resolution No. 01-71 amending the City's Classification and Compensation Plans
as follows:

Adopt new classification specifications and corresponding salary ranges for
the positions titled Assistant Public Works Director, Water Services Manager,
Principal Engineer, Senior Accounting Specialist, Senior Accounting
Specialis~ater Billing, and Recreation Leader B.

· DISCUSSION'
The City has embarked upon a program to revise all of its class specifications to more
accurately reflect the duties and responsibilities of City jobs as well as outline the
essential functions of our jobs in compliance with the Americans with Disabilities Act. In
addition, the Memorandum of Understanding (MOU) with Tustin Municipal Employees
Association (TMEA) provided for the review of duties for several classifications within
the bargaining unit.
The new class specifications are designed to clearly identify the needs of the City, meet
the requirements of the ADA, and appropriately reflect the duties and responsibilities of
any incumbents in these positions. Recommended salaries have been set utilizing the
median salary of comparable positions in our ten-city survey group and/or identifying an
appropriate salary when there are few comparable positions.
As a result of job audits, pursuant to the MOU with TMEA, staff reviewed the duties and
responsibilities of several staff members in the Senior Account Clerk classification.
Based on this review, staff is recommending adoption of two new classifications entitled
Senior Accounting Specialist and Senior Accounting Specialist/Water Billing with a
salary range of $3085 - $3749 per month.

The new specification for the classification of Water Services Manager is allocated
within our current classification plan. However, when the position was adopted it was
conceptual in nature and a class specification had not yet been created. Staff requests
you adopt the class specification for Water Services Manager with a salary range of
$6822 - $8292 per month.
The new specification for the classification of Assistant Public Works Director was
included as a part of the preliminary budget. Staff requests you adopt this classification
with a salary range of $6822-$8292 per month.
The attached specification for Principal Engineer is a position the City anticipates as a
potential need in the future. While we do not intend to fill the position at this time, it is
one that we anticipate a need for in the future. Staff requests you adopt this
classification with a salary range of $5846 - $7105 per month.
The attached class specification for Recreation Leader/Recreation Leader B is a new
class specification that more clearly details the duties and responsibilities of the
position. In addition, it serves to differentiate the requirement that some individuals,
depending upon assignment, are required to have a California Class B Drivers' License.
Due to the Department of Transportation mandatory drug testing requirements,
differentiating those individuals required to drive vehicles requiring a B license is
essential. Staff is recommending a salary range of $8.50 - $11.05 per hour for the
Recreation Leader B classification.

A RESOLUTON OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA,
AMENDING THE CITY'S CLASSIFICATION AND COMPENSATION PLANS
WHEREAS, the City adopted a Classification Plan in 1984 by adopting
Resolution No. 84-63; and
WHEREAS, the City Council has amended its Classification and Compensation
Plans when appropriate; and
WHEREAS, it is now desirable to revise and update the Classification and
Compensation Plans.
NOW, THEREFORE, the City Council of the City of Tustin, California does hereby
resolve as follows:
Section 1. The Classification Plan of the City of Tustin, dated August 20, 1984, is hereby
amended to adopt the position duties .and classification titles as outlined in the attached
classification specifications, and assign salary ranges as follows'

ASSISTANT PUBLIC WORKS DIRECTOR
Class specifications are only intended to present a descriptive summary of the range of duties and responsibilities

DEFINITION:
Under general direction, assists the Director of Public Works in planning, organizing, and directing the
Public Works Department in the areas of land development, capital projects, special projects, water and
field maintenance operations; provides highly responsible and technical staff assistance; performs related
duties as required.
CLASS CHARACTERISTICS: This single position class reports directly to the Director of Public Works
and assists the Department Director with managing the department including public works maintenance,
water, inspections, land development and capital improvement projects. The emphasis of this position, is
its responsibility for ensuring that public works maintenance operations are conducted in a timely, efficient
and effective manner and to ensure that the residents of the City are satisfied with the conditions of the
City=s infrastructure.
ESSENTIAL FUNCTIONS: (includes but are not limited to the following)
These functions may not be present in all positions in multiple position classes. When a position is to be

Plans, directs, and organizes the work of engineering staff in the areas of land development, capital
projects, traffic and special projects, oversees, and manages both in-house and consultant-generated
design of capital projects including plans, specifications, and estimates; supervises the development
of and tracks capital project schedules.
Oversees and consults in the design, preparation, and review of construction plans, site
investigations, cost estimates, specifications, and reports for the construction and/or improvement of
public facilities.
Assumes full management responsibility for maintenance services and activities including
maintenance of parks, landscaped areas, roads, facilities, water and sewer services; inspects work
sites before, during and after completion of work to assure that work is completed in a satisfactory
and thorough manner.
Supervises and manages the preparation of requests for professional services; interviews
prospective consultants; provides technical and procedural information; reviews plans and
specifications; maintains currency with regulations, litigation, and legislation concerning public works
activities.
Meets with developers and contractors to facilitate projects and resolve issues; coordinates
Engineering Division projects with other City departments and outside agencies; represents the
Public Works Department at Planning Commission meetings.
Reviews operational procedures to ensure compliance with applicable policies and quality control
standards as well as to ensure currency in technique; recommends and initiates changes to
departmental procedures, policies, and regulations including engineering design standards.
Selects, trains and motivates employees; plans and organizes work; develops and establishes work'
methods and standards; conducts or directs staff training and development; reviews and evaluates
employee performance; works with employees to correct deficiencies; implements discipline

WORKING CONDITIONS:
Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending,
squatting, and stooping in the performance of daily activities. The position also requires grasping,
repetitive hand movement and fine coordination in preparing reports and data using a computer
keyboard. Additionally, the position requires near vision in reading correspondence, plans, specifications
and other information. Acute hearing is required when providing telephone service and communicating in
person. The need to lift, drag and push files, reports, specifications, plans or other materials weighing up
to 10 pounds also is required. This position is also expected to perform inspections of work in the field
that may require walking on uneven ground, working around machinery, fumes, dirt and gas, and in

Extensive knowledge of engineering principles, methods, and practices as applied in the

WATER SERVICES MANAGER

Under general direction of the Director of Public Works, directs, plans, and organizes the Water Services
Division responsible for the treatment, maintenance and operation of the City's water systems and for
ensuring compliance with applicable Federal, State, Local and environmental regulations; performs

CLASS CHARACTERISTICS: This single position class, through subordinate supervisor(s), is
responsible for the day-to-day operations and the administi'ation of the Water Services Division of the
Public Works Department. The Water Services Manager provides highly complex staff assistance to the
Director of Public Works.

SENIOR ACCOUNTING SPECIALIST

minimum qualifications necessary for entry into the class and do not necessarily convey the qualifications

DEFINITION:
Under general supervision, the Senior Accounting Specialist performs a variety of specialized and
complex professional and technical accounting and financial assignments of above average difficulty in
connection with the preparation, review, ahd maintenance of financial, statistical and accounting records.
Incumbents provide checks and balances between the City and financial institutions, as well as provide
assistance to Accounts Payable, Payroll, Payables and Water Accounting; performs related duties as
required.
CLASS CHARACTERISTICS:
The Senior Accounting Specialist is an advanced journey level classification characterized by the highly
responsible/complex work performed requiring specialized knowledge. Work generally involves
assignments requiring frequent choices in the application of a variety of procedures, as well as a
thorough understanding of accounting principles, financial record keeping and reporting systems and
related transactions. In addition, working under minimum supervision, the duties assigned require the
exercise of initiative, independent judgement and interpretation of accounting principles.
