HUSTON, CITY MANAGER 1030-20 FROM' PATRICK SANCHEZ, DIRECTOR, PARKS AND RECREATION SERVICES SUBJECT' PRESENTATION- FILE OF LIFE PROGRAM SUMMARY: The implementation of a new Senior Outreach Program called the "File of Life" will begin August 6, 2001, at the Tustin Area Senior Center. RECOMMENDATION: Receive and file. FISCAL IMPACT: Shared fiscal responsibility from the City of Tustin budget of $2,600, and $2,600 from the Tustin Area Senior Center Fund. BACKGROUND: The City Council at their May 7 meeting, under the suggestion of Councilmember Tony Kawashima, recommended the "File of Life" program be developed and offered for senior adults in the Tustin Community. The "File of Life" program is a free medical and safety program for senior adults to assist emergency response teams in various crisis situations. The program components include an appliance magnet and wallet holder containing medical history and insurance information. The program is a collaborative effort among the Senior Center Fund, the City of Tustin Parks and Recreation Services Department and the Orange County Fire Authority. All Fire Authority personnel for the Tustin Area have been instructed to look on the refrigerator of a senior adult residence for the "File of Life" information to aid in dealing with life-threatening situations. This new program idea was brought to the City of Tustin through the efforts of Councilmember Tony Kawashima and Margarete Thompson, Chair of the Senior Advisory Board. The kick-off date of this new Senior Outreach Program is scheduled for Monday, August 6, 2001, at the Tustin Area Senior Center. This event will include the distribution of "Files of Life," with Fire and Paramedic personnel, Recreation Services staff and County Health nurses on site to assist and answer any questions. Public information for this new program includes articles in the Tustin Today (quarterly recreation brochure), the Senior Center newsletter (the Compass), press releases for the Tustin News and the Orange County Register, and fliers to be distributed throughout the Tustin community through our existing community centers. The "File of Life" program magnets and wallet holders will be available at all times at no cost to any senior citizen at the Tustin Area Senior Center. This program will also be highlighted and made available throughout the year at various health and wellness workshops, at the annual Health Fair, Fitness Awareness Week, and at all Tustin Area Fire and Paramedic vehicles for distribution.
