DRAFT SUPPLEMENTAL ANALYSIS FOR
ENVIRONMENTAL IMPACT REPORT NO. 573
PERTAINING TO THE CIVILIAN REUSE CONVERSION
OF MOAS EL TORO AND THE AIRPORT SYSTEM
MASTER PLAN FOR JOHN WAYNE AIRPORT AND
PROPOSED ORANGE COUNTY INTERNATIONAL
AIRPORT
Recommendation: Authorize Staff to forward the draft
response to the County of Orange's Notice of Availability of
the Draft Supplemental Analysis for Environmental Impact
Report No. 573 pertaining to the civilian reuse of Marine
Corps Air Station (MOAS) El Toro and the Airport System
Master Plan for John Wayne Airport and proposed. Orange
County International Airport as recommended by the
Redevelopment Agency staff.
.EXTENSION OF WEST COAST ARBORISTS, INC. 'TREE
TRIMMING CONTRACT
Recommendation: Approve a five-year extension of the
tree trimming contract with West Coast Arborists, Inc. of
Anaheim, California from July 1, 2001, through June 30,
2006, and authorize the Mayor to execute the contract
amendment subject to the City Attorney's approval as
recommended by the Public Works Department/Field
Services Division.
SUPPLEMENTAL APPROPRIATION FOR THE CANOPY
AT THE FIELD SERVICES STREET SWEEPER
UNLOADING AREA (ClP NO. 1036)
Recommendation: Approve a supplemental appropriation in
the amount of $47,405 for FY 2000/01 from the
unappropriated balance of'the Capital Improvement Fund to
the Canopy for Street Sweeper Unloading Area Project (ClP'
No. 1036) as recommended by the Public Works
Department/Engineering Division.
AUTHORIZE STAFF TO SOLICIT BIDS FOR
REPLACEMENT RIDING LAWNMOWER
Recommendation: Authorize City staff to advertise and
solicit bids for a new riding lawnmower as recommended by
the Public Works Department/Field Services Division.

CHILI COOK-OFF
Councilmember Doyle complimented staff On a great Chili Cook-Off event and suggested
more chili be made next year because people were left with purchased chili-tasting
tickets but all the chili had been consumed.
Councilmember Bone stated the chili would be doubled next year and noted
approximately 12,000-15,000 people had attended this year's event.
Coun¢ilmember Kawashima said he had a great time at the Chili Co~)k-Off.
Mayor Pro Tem Thomas thanked everyone involved who made the Chili Cook-Off a
wonderful event; stated it was the best Chili Cook-Off to date; and requested
proclamations be given to the Chili Cook-Off Committee.
Mayor Worley noted that the music was wonderful at the Chili Cook-Off.
REDISTRICTING
Councilmember Bone requested that a member of t.he Board of Supervisors make a
presentation to Council on the redistricting of Orange County.
William Huston, City Manager, noted th'at staff would begin attending the redistricting
meetings and updates would be provided to Council.
STATE OF THE CITY
Councilmember Kawashima stated that'Mayor Worley had given a great speech at the
State of the City luncheon.
COSTCO
Councilmember Kawashima commended Costco for doing their part to save energy
during the energy crisis.
HOME DEPOT PARKING LOT CONGESTION
Councilmember Kawashima questioned whether a left turn lane could be installed at E!
Camino Real and West Street for those vehicles turning left out of the Home .Depot
~arking lot.
Tim Serlet, Director of Public Works said staff would investigate the issue.
Mayor'Pro Tem Thomas agreed the Home Depot parking lot exit was a problem;
however, the City had contacted The irvine Company in the past about the issue without
resolution.
OPEN HOUSE.-POLICE DEPARTMENT
Mayor Worley invited everyone to attend the Police Department's Open House on June
9, 2001 from 11:00 a.m. to 3:00 p.m..
SANTIAGO BICYCLE TRAIL EXTENSION
Mayor Worley remarked that trail advocacy groups were attempting to extend the
Santiago Creek trail through the City; requested staff monitor the trail extension; and
hoped the City was involved in keeping the bicycle lanes connected.
NEGOTIATIONS WITH SANTA ANA UNIFIED SCHOOL DISTRICT
Mayor Worley spoke on negotiations with Santa Aha Unified School District regarding the

MCAS Tustin Reuse Plan;' stated the City had bargained in good faith; and noted an
agreement had not been reached. ·

Councilmember Bone commented on Tustin's letter to the Board of Supervisors in
support of John Wayne Airport restrictions.
