SUBJECT: 2004 COMMUNITY DEVELOPMENT DEPARTMENT YEAR IN REVIEW
RECOMMENDATION:
That the Commission receive and file.
DISCUSSION:
Throughout the year staff provides the Planning Commission with a status of projects that
the Planning Commission, Zoning Administrator, or Community Development Director
approved; major improvement projects; and, other items of interest. The Community
Development Department Activity - Year in Review briefly describes the total number of
discretionary projects (Le., Conditional Use Permits, Design Reviews, Subdivision Maps,
etc.), major accomplishments for various functional areas within the Community
Development Department, and Building Division activity.

MAJOR ACCOMPLISHMENTS IN 2004
~ Prepared General Plan Amendment and Zone Change amending the General
Plan land use and Zoning Maps regarding the site at 14552 Newport Avenue
from Public and Institutional to High Density Residential and from Commercial
General (CG) Zoning District to Multiple Family Residential (R-3) for the
construction of 63 condominium units of which 10 units are set aside for
affordable housing.
~ Prepared Zone Change for Prospect Village from "Central Commercial and
Parking Overlay" to "Planned Community P-C" and approved the Prospect
Village and Heritage Place projects in Old Town Tustin.
~ Prepared Code Amendment regarding massage regulations and appeal
provisions.
~ Applied for and received $977,000 in federal CDBG funding for Fiscal Year
2004-05.
~ Approved sign program for the Tustin Barn project located at 1621 Edinger
Avenue.
~ Approved John Laing Homes, Phases I and II; 376 and 189 residential units,
respectively, at Tustin Legacy.
~ Approved the Forum Capital project located at 137 West First Street for a new
commercial center.
~ Approved the Vestar project, the first commercial development at Tustin Legacy.
~ Approved the Walgreens project at NEC Newport/Irvine Boulevard.
~ Approved the Makenna project for a new commercial center at 14001-14011
Newport Avenue.
~ Approved the Pacific Business Center and Tustin Gateway projects, totaling
527,064 square feet of commercial/industrial development.
~ Reviewed and monitored several regionally significant projects including: the City
of Irvine Business Center residental projects, the Tustin Ranch Road extension,
the Jamboree Road reorganization, the Irvine Ranch Water District NTS
program, the Lennar detachment and General Plan Amendment/Pre-zoning, the
Water Facilities environmental, the Santiago Hills II and East Orange planned
communities, Irvine Planning Area 1, and the High Speed Rail project.

~ Monitored and reviewed the John Wayne Airport Noise Abatement Report and
Program to ensure compliance with airport/city noise standards.
~ Opened 550 Code Enforcement cases; 50 of those cases remain open.
~ Performed 239 Water Quality inspections.
~ Plan checks for conformity with the Uniform Construction Codes were performed
on 936 plans.
~ Processed two new Mills Act contracts.
~ Issued 6,500 business licenses; collected $327,575 in business license revenue;
collected alarm permit revenue in the amount of $15,005; issued 788 new
business licenses in the City and 825 new business licenses out of the City.
