WILSON, DIRECTOR, PARKS AND RECREATION SERVICES SUBJECT: APPLICATION FOR STATEWIDE PARK DEVELOPMENT AND COMMUNITY REVITALIZATION PROGRAM (PROPOSITION 68) GRANT FUNDS Authorization is requested to apply for a Statewide Park Development and Community Revitalization Program (Prop 68) grant administrated by the State of California Office of Grants and Local Services for the design and construction of public park amenities at Heideman Elementary School. RECOMMENDATION It is recommended that the City Council: 1. Adopt Resolution No. 19-31 approving application for a Statewide Park Development and Community Revitalization Program (Prop 68) Grant to pay for the design and construction of public park amenities at Heideman Elementary School. FISCAL IMPACT The estimated cost of the public park amenities included in the grant application is $ 3.7 million. The full amount of this project will be requested in the grant application. There is no match requirement for this grant. CORRELATION TO THE STRATEGIC PLAN This recommendation advances Strategy 6 of Goal A in the City of Tustin Strategic Plan regarding Economic and Neighborhood Development by exploring opportunities for expanding recreational activities. BACKGROUND The Statewide Park Development and Community Revitalization Program (SPP) is a State of California grant program that provides funds for the acquisition and development of public outdoor recreation areas and facilities. Agencies choosing to submit an application for SPP Grants are required to submit an approved resolution from the applicant's governing body. The deadline for applications is August 5, 2019. SPP gives priority to new parks that are located in areas that have a critical lack of park space and whose residents have a lower median household income. It is with these factors in mind that staff identified Heideman Elementary School as a potential site for a new park. After discussions were held with Tustin Unified School District (TUSD) staff, the decision was made to move forward with a project to convert the turf area in the back of the school to a park that will be open to the public on weekday evenings, weekends, and during the summer months. Between March and May 2019, staff held a series of park design workshops to gather input from neighborhood residents, TUSD officials, and the Tustin Police Department. This input was utilized to create the attached master plan developed by David Volz Designs, a landscape architect. In addition, staff has engaged with a grant writing consultant (California Consulting, Inc.) for assistance with the SPP grant application, which will be a highly competitive process. Grant funding is not guaranteed and it is expected that many agencies throughout the state will also be applying for this opportunity. The proposed grant application will request funding for the construction of a soccer/multi-purpose field with sports lighting, a park office/restroom building, a picnic shelter, a walking/running trail, a skate pod, two basketball courts, and an outdoor fitness area, along with standard park amenities like benches, passive walkway lighting, drinking fountains, and bike racks. ly sub ed, D'aacidA. Wilson Director, Parks and Recreation Services Attachment: City Council Resolution No. 19-31 Heideman School Park Master Plan RESOLUTION NO, 19-31 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN CALIFORNIA APPROVING THE APPLICATION FOR STATEWIDE PARK DEVELOPMENT AND COMMUNITY REVITALIZATION PROGRAM GRANT FUNDS WHEREAS, the State Department of Parks and Recreation has been delegated the responsibility by the Legislature of the State of California for the administration of the Statewide Park Development and Community Revitalization Grant Program, setting up necessary procedures governing the application; and WHEREAS, said procedures established by the State Department of Parks and Recreation require the Applicant to certify by resolution the approval of the application before submission of said application to the State; and WHEREAS, successful Applicants will enter into a contract with the State of California to complete the Grant Scope project; NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin hereby: APPROVES THE FILING OF AN APPLICATION FOR THE HEIDEMAN SCHOOL PARK PROJECT; AND 1. Certifies that said Applicant has or will have available, prior to commencement of any work on the project included in this application, the sufficient funds to complete the project; and 2. Certifies that if the project is awarded, the Applicant has or will have sufficient funds to operate and maintain the project; and 3. Certifies that the Applicant has reviewed, understands, and agrees to the General Provisions contained in the contract shown in the Grant Administration Guide; and 4. Delegates the authority to Director of Parks and Recreation to conduct all negotiations, sign and submit all documents, including, but not limited to applications, agreements, amendments, and payment requests, which may be necessary for the completion of the Grant Scope; and 5. Agrees to comply with all applicable federal, state and local laws, ordinances, rules, regulations and guidelines. 6. Will consider promoting inclusion per Public Resources Code §80001(b)(8 A- G).
