HomeMy WebLinkAboutPC RES 3793l0 RESOLUTION NO. 3793 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF TUSTIN, CALIFORNIA, ADOPTING REGULATIONS FOR PUBLIC INPUT AND DECORUM AT PLANNING COMMISSION MEETINGS WHEREAS, to conduct Planning Commission business in an orderly manner while insuring the public's right to provide input to the Planning Commission at Planning Commission meetings, it is necessary for the Planning Commission to adopt reasonable regulations governing public input and decorum at Planning Commission meetings; and WHEREAS, such regulations are authorized by the Brown Act (Government Code Section 54954.3). NOW, THEREFORE, THE PLANNING COMMISSION TUSTIN, CALIFORNIA, finds, determines and orders as follows' OF THE CITY OF ~ SECTION 1. The presiding officer (Chairperson, Chairperson Pro Tempore or Commissioner presiding) shall have the authority to enforce these [4 regulations and to deviate from the regulations, when reasonably necessary. SECTION 2. Speakers on non-agenda items may address only items that are within the subject matter jurisdiction of the Planning Commission. Time allotted for such presentations is limited to three (3) minutes, or less in the discretion of the presiding officer. Total time allotted for public input on non-agenda items is limited to thirty (30) minutes to one (1) hour, in the discretion of the presiding officer. 20 SECTION 3. A speaker may not relinquish hedhis time to another. SECTION 4. When addressing the Planning Commission, speakers are .2~ requested to state their name, face the Planning Commission, and adhere to the 22 applicable time limits. SECTION 5. Members of the public shall not clap, whistle, sing, call-out, chant or otherwise make noises or utterances 'which disturb the peace and order of the meeting and interfere with persons who are speaking. 25 SECTION 6. Except when addressing the Planning Commission at the podium and when invited by the presiding officer to stand in an outer aisle to await a turn to speak, members of the public shall remain seated and shall not hold up signs or other objects which impede, either fully or partially, the views of the other attendees at the meeting. SECTION 7. After one' warning, the Chairperson may order the removal of Resolution No. 3793 Page 2 disruptive individuals, and the Planning Commission may .order the room cleared if removal of the disruptive individuals is infeasible or does not cure the disruption. (Government Code $oction 54@57.9.) Any person who willfully disturbs any ~lannin§ Commission meeting is guilty of a' mis.demeanor.
