HomeMy WebLinkAboutCC RES 01-071]4 20 23 2.4 27 RESOLUTION NO. 01-71 A RESOLUTON OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING THE CITY'S CLASSIFICATION AND COMPENSATION PLANS WHEREAS, the City adopted a Classification Plan in 1984 by adopting Resolution No. 84-63; and WHEREAS, the City Council has amended its Classification and Compensation Plans when appropriate; and WHEREAS, it is now desirable to revise and update the Classification and Compensation Plans. NOW, THEREFORE, the City Council of the.City of Tustin, California does hereby resolve as follows: Section 1. The Classification Plan of the City of Tustin, dated August 20, 1984, is hereby amended to adopt the position duties .and classification ti,ties as outlined in the attached classification specifications, and assign salary ranges as follows: Assistant Public Works Director Water Services 'Manager $6822 - $8292 per month $6822 - $8292 per month Principal Engineer $5846 - $7105 per month Senior Accounting Specialist $3085 - $3749 per month Senior Accounting Specialist/Water Billing $3085 - $3749 per month Recreation Leader B $8.50- $11.05 per hour Passed and adopted at a regular meeting of the Tustin City Council held on the 16th day of July, 2001. In addition, specifications are intended to outline the minimum qualifications necessary for entry into the class and do not necessarily convey the qualifications of incumbents within the position. DEFINITION: Under general direction, assists the Director of Public Works in .planning, organizing, and directing the Public Works Department in the areas of land development, capital projects, special projects, water and field maintenance operations; provides highly responsible and technical staff assistance; performs related duties as required. CLASS CHARACTERISTICS: This single position class reports directly to the Director of Public Works and assists the Department Director with managing the department including public works maintenance, water, inspections, land development and capital improvement projects. The emphasis of this position, is its responsibility for ensuring that public works maintenance operations am.conducted in a timely, efficient and effective manner and to ensure that the residents of the City are satisfied with the conditions of the City=s infrastructure. ESSENTIAL FUNCTIONS' (includes but are not limited to the following) These functions may not be present in all positions in multiple position classes. When a position is to be filled, the requisite essential functions will be noted in the announcement of position availability. Plans, directs, and organizes the work of engineering staff in the areas of land development, capital projects, traffic and special projects, oversees, and manages both in-house and consultant-generated design of capital projects including plans, specifications, and estimates; supervises the development of and tracks capital project schedules. Oversees and consults in the design, preparation, and review of construction plans, site investigations, cost estimates, specifications, and reports for the construction and/or improvement of public facilities. Assumes full management responsibility for maintenance services and activities including maintenance of parks, landscaped areas, roads, facilities, water and sewer services; inspects work sites before, during and after completion of work to assure that work is completed in a satisfactory and thorough manner. Supervises and manages the preparation of requests for professional services; interviews prospective consultants; provides technical and procedural information; reviews plans and specifications; maintains currency with regulations, litigation, and legislation concerning public works activities. Meets with developers and contractors to facilitate projects and resolve issues; coordinates Engineering Division projects with other City departments and outside agencies; represents the Public Works Department at Planning Commission meetings. Reviews operational procedures to ensure compliance with applicable policies and quality control standards as well as to ensure currency in technique; recommends and initiates changes to departmental procedures, policies, and regulations including engineering design standards. Selects, trains and motivates employees; plans and organizes work; develops and establishes work' methods and standards; conducts or directs staff training and development; reviews and evaluates employee performance; works with employees to correct deficiencies; implements discipline procedures; recommends employee termination; approves time cards and expense reports. Initiates and participates in the preparation of departmental budget; monitors expenditures and makes recommendations on staffing and equipment. WORKING CONDITIONS: Position requires prolonged sitting, standing, walking, roaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports and data using a computer keyboard. Additionally, the position requires near vision in reading correspondence, plans, specifications and other information. Acute hearing is required when providing telephone service and communicating in person. The need to lift, drag and push files, reports, specifications, plans or other materials weighing up to 10 pounds also is required. This position is also expected to perform inspections of work in the field that may require walking on uneven ground, working around machinery, fumes, dirt and gas, and in varying temperatures. QUALIFICATION GUIDELINES: (The following are minimal qualifications necessary for entry into the classification) Education and/or Experience Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance. Example combinations include: Graduation from college with a bachelor's degree in Civil Engineering and five years of increasingly responsible experience in the field of civil engineering or closely related field, including three years in a supervisory capacity. KNOWLEDGE/ABILITIES/SKILLS: (The following are a representative sample of the KAS=s necessary to perform essential duties of the position) Knowledge of: Extensive knowledge of engineering principles, methods, and practices as applied in the planning, design, and construction of municipal public works; laws and regulations governing the design and construction of streets, water systems, capital projects, and other public works; principles of supervision and office management. DEFINITION: Under general supervision, the Senior .Accounting Specialist performs a variety of specialized and complex professional and technical accounting and financial assignments of above average difficulty in connection with the preparation, review, and maintenance of financial, statistical and accounting records. Incumbents provide checks and balances between the City and financial institutions, as well as provide assistance to Accounts Payable, Payroll, Payables and Water Accounting; performs related duties as required. CLASS CHARACTERISTICS: The Senior Accounting Specialist is an advanced journey level classification characterized by the highly responsible/complex work performed requiring specialized knowledge. Work generally involves assignments requiring frequent choices in the application of a variety of procedures, as well as a thorough understanding of accounting principles, financial record keeping and reporting systems and related transactions. In addition, working under minimum supervision, the duties assigned require the exercise of initiative, independent judgement and interpretation of accounting principles. ESSENTIAL FUNCTIONS: (includes but are not limited to the following) These functions may not be present in all positions in multiple position classes. Compiles, calculates and reviews financial records for accuracy and conformance with established _. accounting principles and practices for accounting functions including, but not limited to, fixed assets, enterprise funds, accounts receivable, revenues, grants, accounts payable, and payroll; prepares weekly, monthly and annual reports; Audits, analyzes, resolves or reconciles discrepancies between payments, receipts, accounts, and/or source documents; posts transactions in accounts, journals and ledgers; processes receipt of revenues via bank wire. Provides technical and procedural instruction to-department and City-wide personnel regarding financial/accounting practices and functions. · Provides analytical support; approves daily cash deposit and reconciliation; prepares difficult journal entries, year-end accrual and reconciliation. DEFINITION: Under general supervision, the Senior Water Billing Specialist performs a variety of specialized and complex professional and technical accounting and water billing assignments of above average difficulty in connection with the preparation, review, and maintenance of the Water Billing Section of the Finance Department. In addition to processing computerized billings and maintaining records of accounts, the Senior Water Billing Specialist may act in a lead capacity and assist the Accounting Supervisor with the overall operation of the Water Billing Section as well as provide customer service assistance and assistance to Accounts Payable, Payroll, and Accounts Receivable; performs related duties as required. Provides direct involvement with vendors and third party contractors regarding performance expectations and workflow. WORKING CONDITIONS: Position requires prolonged sifting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of 'daily activities. Additionally, the position requires near vision in reading correspondence, statistical data on the computer. Acute hearing is required when providing telephone service and communicating in person.
