General Plan Amendment 89-03, Zone Change 89-01 and Tentative Parcel Map 89-110 are considered "projects" pursuant to the terms of the California Environmental Quality Act. The Planning Commission, having recommendation authority over General Plan Amendment 89-03, Zone Change 89-01 and Tentative Parcel Map 89-110, and the City Council having final authority over said projects, have reviewed and considered the information contained in the Negative Declaration prior to approval of the proposed project and found that it adequately discussed 'the environmental effects of the proposed project. Resolution No. 89-182 December 4, 1989 Page 2 10 On the basis of the initial study and comments received during the public review process, the City Council has found that there is no substantial evidence that there will be any significant adverse environmental effects as a result of the approval of the project because mitigation, measures identified in the Negative Declaration have been incorporated into the project which mitigate any potential significant environmental effects to a point where clearly no significant effects will occur. 11 12 '13 15 PASSED AND ADOPTED at a regular meeting of the City Council held on the 4th day of December, 1989.
