The purpose of the voluntary program is to recognize Tustin's historic properties, educate the public, increase public interest in historic properties, and promote community pride. The plaques display the construction date of the building, up to two (2) lines of text, and the words "Tustin Historic Register." The bronze plaques may be mounted on the residence or set on metal stakes. The program guidelines require nominations to be provided to the Tustin Preservation Conservancy and the Tustin Area Historical Society to identify the proper name and date of construction. For residences, the historical property name has recognized the most prominent owner or occupant of the residence or, when no prominent owner or occupant can be identified, naming the building after the owner/occupant with the longest tenure in the building is an option. This criterion distinguishes the residence from other residences in Old Town Tustin or when the surname could be associated with more than one (1) prominent resident. Plaque on display at the Tustin Garage Building on EI Camino The Tolin House is an appropriate name based on the Reall61h Street longest tenure in the building. Records obtained from the Orange County Assessor's Office indicate that William Knoll Tolin purchased the property on October 1, 1959, and resided in the home until at least 1996. As a thirty-six (36) year resident, Mr. Tolin had the longest tenure at the property and was the eighteenth (18th) owner of the property in the period between 1922 and 1959 when Mr. Tolin purchased the property. The Tustin Preservation Conservancy and Tustin Area Historical Society have reviewed and agreed with this recommendation for the name and year for this historical plaque. 165 North A Street The current property owners, Benjamin and Sheena Kirkbride, are nominating the property at 165 North A Street for addition to the Tustin Historic Register Plaque Program. The nomination is being brought forward to recognize the building as a significant example of the California Bungalow architectural style in the City of Tustin and was constructed in 1923. The property is located outside the Cultural Resources District and is identified only in the City's 2003 Historical Resources Survey. The survey estimated the structure was built in 1915; however, based on staff research and input from Orange County Assessor's Office, the residential structure was actually 165 North A Street July 9, 2019 Page 3 constructed in 1923 or 1924, as the first tax assessment showed an improvement on the lot in 1924. It was most likely constructed in 1923 and assessed in 1924. The property was originally part of a grove located on the north side of First Street. James E. Neal, Margaret Neal and E.E. Wild subdivided the land in 1922 into Tract 347, The Neal/Wild subdividers later sold the property, which eventually became the property of Allen H. Holford, a local contractor and builder, who constructed several homes in the Tract, however, it is not clear if Mr. Holford built this house. According to local news articles, Mr. Tolin was an electro-mechanical engineer who graduated from Tustin High School. This structure has a 5D1 rating in the 2003 Historical Resources Survey. (Attachment B). The 5D1 rating indicates that the structure is a contributor to a fully documented district that is designated or eligible for designation as a local historic district, overlay zone, or preservation area under an existing ordinance or procedure. According to the 2003 survey, this building is significant as an example of the California Bungalow architectural style which was prolific in the early 1920s in the City of Tustin. Many homes built in Tustin during 1920s are of the bungalow style. According to the 2003 Historical Resources Survey, the character defining features of this residential building include, but are not limited to the following: • Side facing gables and a front facing gable above the doorway • Narrow, horizontal siding • Double hung windows with wood trim and moldings throughout the exterior • Exposed brackets which are pronounced. Based on the naming criteria designated by the Planning Commission, staff recommends the Planning Commission, in their capacity as Historic and Cultural Resources Advisors, approve the plaque designation with the name "Tolin House - 1923°, due to the longest tenure of the property.
