REQUEST:
To authorize a chiropractic office with massage services as an accessory use by
massage technicians other than the chiropractor.
ENVIRONMENTAL STATUS:
This project is categorically exempt (Class 1) pursuant to Section 15301 of the
California Environmental Quality Act.
RECOMMENDATION:
That the Zoning Administrator adopt Zoning Administrator Action (ZAA) No. 19-003
approving UD 2019-00002 to determine a chiropractor with massage as a
conditionally permitted use within SP-9 and CUP 2019-00007 to allow a chiropractic
office with massage services by massage technicians other than the chiropractor as
an accessory use in an existing 1,097 square-foot office building located at 165 Yorba
Street.

It was noted there were no members of the public in attendance for this item.
The Zoning Administrator stated she had reviewed the staff report and did not need
a presentation.
The Zoning Administrator opened the Public Comments Section of the Public
Meeting at 10:01 a.m.
The Zoning Administrator asked Ms. Friedman if she had the opportunity to review
ZAA 19-003, including the Conditions of Approval. Ms. Friedman reviewed the
Conditions of Approval and she did request for clarification on the Item #4g of the
Conditions of Approval (Waterproof Massage table pads). Staff provided a brief
explanation of the type of pad that would be acceptable. Ms. Friedman also asked
staff to change the term from "office" to "bathroom" (Page 3 of the agenda report)
since that is what was submitted with her initial application. Staff to make the
correction. Lastly, Ms. Friedman asked if the massage technicians need individual
permits and the Zoning Administrator stated "yes" each massage technician has to
have their own permit.
The Zoning Administrator closed the Public Comments Section at 10:05 a.m.
The Zoning Administrator adopted ZAA 19-003.
The Public Meeting Item was closed at 10:05 a.m.

The date of the next meeting of the Zoning Administrator will be scheduled when
items are set for hearing.
