HomeMy WebLinkAboutCC RES 89-08710 14 RESOLUTION NO. 89-87 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN CALIFORNIA, RECERTIFYING FINAL ENVIRONMENTAL IMPACT REPORT EIR 85-2 FOR THE EAST TUSTIN SPECIFIC PLAN AND ADDENDUM NO. 89-01 FOR GENERAL PLAN AMENDMENT 88-02 (C), ZONE CHANGE 88-02 AND EAST TUSTIN SPECIFIC PLAN AMENDMENT 88-01 AND FINDING THAT THE FINAL EI R, AND ALL SUBSEQUENT ADDENDUMS AND SUPPLEMENTS ARE ADEQUATE FOR THE PROJECT AND ALL FEASIBLE MITIGATION MEASURES HAVE BEEN INCORPORATED INTO THE PROJECT The City Council of the City of Tustin does hereby resolve as follows: I® The Clty Counctl finds and determines as follows: A® B® That Plan Spec dete Tust adde empl Envl an initial study questionnaire was prepared for General Amendment 88-02 (C), Zone Change 88-02 and East Tustin ific Plan Amendment 88-01 {the "Project"), and it was rmined that Environmental Impact Report (EIR) 85-2 (East in Specific Plan including all certified supplemental and ndum documents), wi th an Addendum (No. 89-01), could be oyed to describe this project, in accordance with California ronmental Qual i ty Act (CEQA). EIR 85-2 {including all certified supplemental and addendum documents) and Addendum No. 89-01, including comments, have been reviewed and considered by the City of Tustin. Ge All impacts, mtttatton measures and project alternatives identified in the previously certified environmental documents identified in Section I A. of this Resolution have been reviewed and considered, mitigation measures have been incorporated into the proposed project, as applicable, that eliminate or substantially lessen the significant environmental effects as identified in each of the previously certified documents and it is determined that any remainlng significant effects on the environment found to be unavoidable have been balanced against the benefits of the Project and against the Project alternatives and those benefits have been found to be overriding on each significant impact identified in the previously considered environmental documents. Findings and a Statement of Facts supporting such findings and mi tigation measures are listed in Exhibit A of Resolution No. 86-28 and Exhibit A of Resolution No. 87-76 and are incorporated herein by reference. The City Councll does hereby certlfy that EIR 85-2 for the' East Tustin Specific Plan (including all certified supplemental and addendum documents) and Addendum 89-01 are adequate to serve as the project EIR and that such documents have been completed in compliance with State CEQA law and Guidelines.
