ADVERTISEMENT FOR BIDS FOR THE SIMON RANCH RESERVOIR,
BOOSTER PUMP STATION, AND PIPELINE REPLACEMENT PROJECT (CIP
NO. 60114)
SUMMARY
The plans and specifications for the Simon Ranch Reservoir, Booster Pump Station, and Pipeline
Replacement Project (CIP No. 60114) have been prepared and the project is now ready for bid.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 19-38 approving the plans and
specifications for the Simon Ranch Reservoir, Booster Pump Station, and Pipeline Replacement
Project (CIP No. 60114), and authorize the City Clerk to advertise to receive bids.
FISCAL IMPACT
Funding has been appropriated from Fund 301 and Fund 306 in the Fiscal Year 2019-2020 Capital
Improvement Program for the Simon Ranch Reservoir, Booster Pump Station, and Pipeline
Replacement Project (CIP No. 60114). Taking current volatility in the construction market into
consideration, the total engineer's estimate is conservatively in the range of $10M to $13M.
Additional costs are estimated at $1.2M for construction management, inspection, and materials
testing, and $500,000 for construction engineering, for a total project cost in the range of $11.7M to
$14.7M.
Although we expect favorable bids given the level of expertise to construct the booster station and
pre -stressed concrete reservoir, the robust economy and the abundance of related major capital
infrastructure in the current construction market has produced somewhat of a bidder's market. Given
these conditions and the complexity of this project, the bidding period may be extended to provide
bidders time to thoroughly evaluate their risk and market volatility with respect to labor, equipment,
and materials.
CORRELATION TO THE STRATEGIC PLAN
The proposed project furthers Goal B of the City of Tustin Strategic Plan pertaining to Public Safety
and the Protection of Assets, in that the project will improve vital public facilities which enhance
Tustin's readiness in responding to fire and drought conditions.
DISCUSSION AND BACKGROUND
The Simon Ranch Reservoir, constructed in 1960, is located at the intersection of Valhalla Drive and
Outlook Lane within the unincorporated territory of Orange County. The existing Simon Ranch
Booster Pump Station, located at 11921 Simon Ranch Road, pumps water from Zone 1 into Zone 3,

working in conjunction with the John Lyttle Reservoir. The City completed technical studies of the
existing reservoir and booster pump station in 1990, 1996, and 2000, and determined that, due to
age and the existing deteriorated condition, the Simon Ranch Reservoir should be rehabilitated or
replaced and that the Simon Ranch Booster Pump Station has reached the end of its service life and
should be replaced. The project will replace the existing buried, gunite lined, earthen reservoir with
a new circular, pre -stressed concrete tank. A new pump station has been designed and integrated
within the reservoir site. A portion of existing 8 inch pipeline serving the existing booster station and
10 inch pipeline leading to the Simon Ranch Reservoir will be abandoned and a new 16 inch ductile
iron transmission pipeline, approximately 1,600 feet in length, will be constructed to feed both the
new pump station and reservoir.

The Final Mitigated Negative Declaration for the Simon Ranch Reservoir, Booster Pump Station,
and Pipeline Replacement Project was approved by the City Council on November 15, 2016. The
Notice of Determination was filed on November 23, 2016.

RESOLUTION NO. 19-38
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA
APPROVING PLANS AND SPECIFICATIONS FOR THE SIMON RANCH RESERVOIR,
BOOSTER PUMP STATION, AND PIPELINE REPLACEMENT PROJECT CIP NO. 60114
AND AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract
for the construction of the Simon Ranch Reservoir, Booster Pump Station, and Pipeline
Replacement Project CIP No. 60114; and
WHEREAS, the City Engineer has presented plans and specifications for the construction
of said work; and
WHEREAS, on November 15, 2016, the Tustin City Council adopted Resolution No. 16-
66 which approved the Final Mitigated Negative Declaration for the Simon Ranch Reservoir,
Booster Pump Station, and Pipeline Replacement Project (CIP No. 60114) pursuant to the
California Environmental Quality Act (CEQA); and
WHEREAS, on November 23, 2016, pursuant to Public Resources Code Section 21000,
et seq., CEQA, the City filed a Notice of Determination under CEQA with the County Clerk -
Recorder of the County of Orange, California;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by
the City Engineer are hereby approved as the plans and specifications for:
Simon Ranch Reservoir, Booster Pump Station, and Pipeline Replacement Project
CIP No. 60114
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to
advertise as required by law for the receipt of sealed bids or proposals for the performance of the
work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin
held on the 20th day of August, 2019.
