Finance Director The Police Department has determined a need to purchase an Armored Rescue Vehicle (ARV). The vehicle would be utilized to meet the growing demands for safety of both police personnel and the community we serve. RECOMMENDATION 1. Purchase one (1) Armored Response Vehicle (ARV) from International Armored Group in St. Augustine, Florida, in the amount of $149,934.13 (including tax, license, fees and delivery). 2. Supplemental appropriation of $100,000.00 from un -appropriated reserves of the Asset Forfeiture Funds (Fund 134/135), and supplemental appropriation of $49,934.13 from anticipated General Fund revenues (Fund 100) revenues from the AB109 program. FISCAL IMPACT Finance projects the beginning Fund Balance (July 1, 2019) of the Asset Forfeiture Funds to be $156,970. The appropriation of funds from the Asset Forfeiture Funds ($100,000.00) and AB109 ($49,934.13) will provide the Police Department with the necessary funding to procure the Armored Response Vehicle (ARV). The vehicle would be constructed by International Armored Group in St. Augustine, Florida. The fiscal breakdown of an ARV is as follows: Vehicle Price $133,650.00 Delivery $ 5,500.00 Tax (7.75%) $ 10,784.13 Total $149,934.13 Police Department Vehicle Purchase August 20, 2019 Page 2 CORRELATION TO THE STRATEGIC PLAN The proposal supports the implementation of Goal B: Public Safety and Protection of Assets: Ensure Tustin is an attractive, safe and well maintained community in which people feel pride. BACKGROUND/DISCUSSION The Tustin Police Department has never possessed a vehicle with armored capabilities since its inception. Currently the Department deploys the Dodge Charger and Chevrolet Tahoe as emergency response patrol vehicles. An Armored Rescue Vehicle (ARV) would provide a safe option for deployment during emergency situations that require swift response and protection of the lives of police officers and the community. An ARV would provide the ability to ingress/egress into high threat areas for hostage and officer rescue during active shooter situations. The increase in violence in communities across the nation raises the level of concern to make certain we are prepared to act and respond to an active shooter event. The ARV would ensure the Police Department's commitment for rapid response in any given critical incident, and provide our officers and citizens an increased safety barrier against threats made to take human life. The ARV would also be utilized for SWAT and Special Response Team (SRT) operations, executing high-risk search warrants, and for barricaded subjects. All of our neighboring police agencies currently possess some form of armored vehicle to help minimize risk to the community when exigent circumstances are present. The desired ARV would include armored siding capable of defeating standard handgun and high-powered rifle fire. The windows would consist of transparent armor material to provide a clear view while also providing ballistic protection. The tires would be "run flat", allowing the vehicle to maneuver safely and avoid potential punctures or road hazards that render traditional vehicles inoperative. Additionally, the frame of the vehicle would be fortified with ballistic protection to ensure it could be deployed to rescue officers or members of the public during an on-going firefight or similar emergency situation. The interior of the ARV would be designed to carry up to ten (10) properly equipped officers in addition to the driver and co-driver. The ARV could be used to safely extract injured officers or citizens and would allow a response team to safely traverse the area. Furthermore, the vehicle could house vital rescue operations necessary for immediate medical attention and life-saving measures prior to transportation to local hospitals. While conducting research on the ARV, several vendors were considered and the Ford Transit was identified as the best fit for TPD based upon financial considerations as well as the reliability and capabilities of the vehicle. The vehicle looks like a typical Ford Transit Police Department Vehicle Purchase August 20, 2019 Page 3 Van, and would be inconspicuous when deployed around the City. The fortification of the vehicle would be conducted by International Armored Group (IAG). The IAG specializes in building and fortifying vehicles to be used as rescue vehicles and for tactical purposes. A site visit of their facility in Florida was conducted to ensure the highest quality ballistic materials are utilized. IAG offers General Services Administrative (GSA) pricing which is approved and audited by the Federal Government to ensure industry standards in pricing. GSA pricing adheres to our City Ordinance ensuring a bid process was completed to ensure the best price possible. Department personnel contacted The Armored Group, LLC, and Streit USA Armoring, both GSA vendors, to ensure a consistent pricing index. The Armored Group pricing was $160,412.82, and Streit USA Armoring did not respond. As a second option, armoring can be directly placed on the OEM side sliding door. • Armoring shall he placed directly on the rear donrs, • Reinforced pillars & door hinges on all doors to cope with the weight of the armoring • Dual HD nylon door straps to reduce hinge wear at front & side passenger compartment doors. Armor overlap at all doors to prevent penetration through door posts and pillars. • Door pillars reinforced for maximum strength retention. • Handles are reinforced to provide longer life in rugged environments. • Rear doors are equipped with door stoppers and can lock open in several positions 3.4 Electrical 6 All standard electrical equipment of this vehicle shall be tested and modified as necessary to protect against the armoring process. ® Additional electrical accessories installed (such as rear lighting if required by client) shall be installed by qualified personnel and shall use automotive grade electrical wiring in protective looms to ensure durability and ease of maintenance. 3.5 Interior All original OEM interior panels and trim in the cab area will be resited or modified and re- installed wherever possible to obtain as close to an original look as possible. The passenger seating area shall be custom made by IAG to sit up to 10 passengers, plus driver and 1 co-driver. Exact seating can be determined based on client preference at time of contract signing. Wire mesh installed in tailpipe to prevent insertion of foreign objects. ® All manuals and written information provided by vehicle manufacturer shall be included. ® All armoring completed by experienced technicians. 3.10 Weights T he centre of gravity in a vehicle of this nature is high when compared to that of an unarmored equivalent, thereby making vehicles such as this inherently less stable than commercially available units. While suspension upgrades have been engineered to offset this effect, care must be taken in handling any armored vehicle. It is strongly recommended that drivers are specifically trained to handle the vehicle with the increase in weight load and change in centre of gravity position. Any suspected warranty related work must first be confirmed as being necessary by means of technical consultation with a representative of International Armored Group. Coverage applies to the original vehicle owner only. Technical consultation regarding any repairs or malfunctions is available by telephone during our normal operating hours. Warranty work to be directly covered by International Armored Group shall be performed locally only after assessment and authorization by International Armored Group. International Armored Group shall, upon consultation and approval, make payment for any/all repairs deemed to be of a reasonable nature by our management and engineering department. International Armored Group does not cover any OEM vehicle parts and components that have not been modified or preformed work on during the armoring process. Such parts and components are the sole responsibility of the client and the vehicle OEM. International Armored Group assumes no responsibility for damages incurred through vehicle misuse or abuse, negligence, accidental damage, or any unauthorized modifications or alterations made to the vehicle following delivery of the vehicle to the client. Under the terms of this limited warranty, International Armored Group. shall in no way be held liable for any incidental or consequential damages arising from loss of use or time, inconvenience, or commercial loss resulting from the need for warranty work. This warranty covers the repair and/or replacement of warranty related items only, and any non -warranty related additional costs incurred remain the responsibility of the client. Accessories not directly related to the armoring process (winches, lighting, shields, etc.) shall be covered by the warranties of their respective manufacturers, and are not included in the warranty coverage provided by this agreement. However, although International Armored Group does not warrant these items directly in any way, we do agree to offer any reasonable assistance in obtaining servicing from their companies of origin. Should there be any undue difficulties with obtaining servicing of these accessories; International Armored Group will also agree to replace them for the client at our current wholesale cost price. The client shall remain responsible for any/all shipping and handling fees or incidental costs associated with the replacement of such items, as well as the aforementioned replacement cost. 10
