1. Adopt Resolution No. 3960 recommending that the City
Council find that the Negative Declaration for Tentative
Tract Map 16782 and Design Review 04-024 is
adequate for the project;
2. Adopt Resolution No. 3961 recommending that the City
Council approve Tentative Tract Map 16782 to
subdivide 5.33 acres into 25 numbered lots and 6
lettered lots for the purpose of developing 25 medium
density detached single-family dwellings and Design
Review 04-024 for the site layout and architectural
design of the project.

REQUEST TO AMEND THE PARTIAL MASTER SIGN

AND INDIVIDUAL TENANT WALL SIGNAGE TO EXCEED
SEVENTY-FIVE (75) SQUARE FEET FOR PRIMARY
SIGNS AND TWENTY-FIVE (25) SQUARE FEET FOR
SECONDARY SIGNS, AND CRITERIA FOR "LIFESTYLE

RECOMMENDATION
That the Planning Commission adopt Resolution No. 3959
approving an amendment to Conditional Use Permit 04-015
amending the partial master sign program and establishing
a complete master sign program for The District at Tustin
Legacy.

7. 2004 COMMUNITY DEVELOPMENT DEPARTMENT
YEAR IN REVIEW.
The Community Development Department Activity - Year in
Review briefly describes the total number of discretionary
projects (i.e. Conditional Use Permits, Design Reviews,
Subdivision Maps, etc.), major accomplishments for various
functional areas within the Community Development
Department, and Building Division activity.

That the Planning Commission receive and file.
STAFF CONCERNS
8. REPORT OF ACTIONS TAKEN AT THE JANUARY 17,
2005, CITY COUNCIL MEETING.
Director reported
The City Council approved the Final Tract Map for Tustin Gateway
Business Park, the project at 1123 Warner Avenue, a portion of the
old Steelcase site.
The City Council approved an agreement between the City of
Tustin and the South Orange County Community College District
regarding utilities at Tustin Legacy; this project does not come
before the Planning Commission for entitlement; the only
discretionary action the City has relates to grading permits and
encroachment permits; their launch site is referred to as the
Advanced Technology and Education Park (ATEP); the Planning
Commission will be updated as this moves along.
The CDBG meeting is tentatively scheduled for February 16, 2005;
this meeting would involve a representative from the Planning
Commission on the Committee, usually the Chairperson or the
Chairperson's designee.
COMMISSION CONCERNS
Lee
Thanked staff for making the job of the Planning Commission so
much easier than it might be in other jurisdictions.
Menard
Added his kudos to staff for the work they do.
Asked if the land use fact sheet was standard in all the staff reports.
Binsack
Answered that this form was initiated after the St. Cecelia project.
Menard
Stated the format, with everything on one page, is excellent; and,
added he plans to use it in his office.
Floyd
Thanked staff for the presentations; and, added that he is always
impressed by how the applicants say they enjoy dealing with the
City of Tustin.
Pontious
Echoed the comments of Commissioners Lee, Menard, and Floyd;
and, indicated Tustin has always had a competent staff.

Nielsen Added his thanks to the staff.
Stated he feels the palm wrap signs are a great idea, and he looks
forward to adding this term to his land use vernacular.
Floyd Noted that he attended the inauguration, a lifetime experience he
recommended for everyone; he presented the new City pin to
Congressman Christopher Cox who asked Commissioner Floyd to
pass on his greetings to the City.
8:13p.m. ADJOURNMENT
The next regular meeting of the Planning Commission is scheduled
for Monday, February 14, 2005, at 7:00 p.m. in the City Council
Chamber at 300 Centennial Way.
