APPROVAL OF MINUTES - JANUARY 10, 2005, PLANNING COMMISSION MEETING. PUBLIC HEARINGS Continued to February 14, 2005 2. GENERAL PLAN AMENDMENT 04-001, PREZONE 04- 001, AND ZONE CHANGE (MCAS TUSTIN SPECIFIC PLAN AMENDMENT) 04-001 FOR ANNEXATION 159 (MCAS TUSTIN SPECIFIC PLAN DISPOSITION PARCEL 36 - COLUMBUS GROVE). Action Agenda - Planning Commission 1-24-05 - Page 1 RECOMMENDATION: That the Planning Commission continue consideration of the project to the February 14, 2005, meeting of the Planning Commission. Continued to February 14, 2005 3. CONCEPT PLAN 03-004, SPECIFIC PLAN AMENDMENT/ZONE CHANGE 04-002, TENTATIVE TRACT MAP 16582, AND DESIGN REVIEW 04-004, FOR COLUMBUS GROVE (MCAS TUSTIN DISPOSITION PARCELS 35 AND 36). RECOMMENDATION: That the Planning Commission continue consideration of the project to the February 14, 2005, meeting of the Planning Commission. Continued to February 14, 2005 4. CONCEPT PLAN 03-003, SPECIFIC PLAN AMENDMENT/ZONE CHANGE 04-003, TENTATIVE TRACT MAP 16581, DESIGN REVIEW 04-006, FOR COLUMBUS SQUARE (MCAS TUSTIN DISPOSITION PARCEL 23 AND 24). RECOMMENDATION: That the Planning Commission continue consideration of the project to the February 14, 2005, meeting of the Planning Commission. Adopted Resolution Nos. 3960 and 3961, as amended 5. TENTATIVE TRACT MAP 16782 AND DESIGN REVIEW 04-024, A PROPOSAL FOR TENTATIVE TRACT MAP 16782 AND DESIGN REVIEW 04-029 TO SUBDIVIDE 5.33 ACRES INTO TWENTY-FIVE (25) NUMBERED LOTS AND SIX (6) LETTERED LOTS FOR THE PURPOSE OF CONSTRUCTING TWENTY-FIVE (25) DETACHED SINGLE-FAMILY DWELLINGS, COMMON AREA LANDSCAPE LOTS, AND FUEL MODIFICATION LOT WITHIN A GATED COMMUNITY MAINTAINED BY A HOMEOWNERS ASSOCIATION. THIS PROJECT IS LOCATED IN THE EAST TUSTIN SPECIFIC PLAN, MEDIUM DENSITY RESIDENTIAL (1-18 DU/ACRE) ZONING DISTRICT. RECOMMENDATION: That the Planning Commission: Action Agenda - Planning Commission 1-24-05 - Page 2 1. Adopt Resolution No. 3960 recommending that the City Council find that the Negative Declaration for Tentative Tract Map 16782 and Design Review 04-024 is adequate for the project; 2. Adopt Resolution No. 3961 recommending that the City Council approve Tentative Tract Map 16782 to subdivide 5.33 acres into 25 numbered lots and 6 lettered lots for the purpose of developing 25 medium density detached single-family dwellings and Design Review 04-024 for the site layout and architectural design of the project. Adopted Resolution No. 3959, as amended 6. AMENDMENT OF CONDITIONAL USE PERMIT 04-015, A REQUEST TO AMEND THE PARTIAL MASTER SIGN PROGRAM FOR THE DISTRICT AT TUSTIN LEGACY TO INCLUDE CRITERIA FOR CENTER IDENTIFICATION AND INDIVIDUAL TENANT WALL SIGNAGE TO EXCEED SEVENTY-FIVE (75) SQUARE FEET FOR PRIMARY SIGNS AND TWENTY-FIVE (25) SQUARE FEET FOR SECONDARY SIGNS, AND CRITERIA FOR "LIFESTYLE CENTER BLADE," "TENANT BLADE," "PEDESTRIAN DIRECTIONAL," "LIFESTYLE SUPER GRAPHICS," "AWNING," AND "CANOPY' SIGNS THAT ARE CURRENTLY UNDEFINED BY THE TUSTIN SIGN CODE, AND OTHER RELATED AMENDMENTS. THIS PROJECT IS LOCATED IN THE SP-1 SPECIFIC PLAN, PLANNING AREAS 16,17, AND 19 ZONING DISTRICT. RECOMMENDATION That the Planning Commission adopt Resolution No. 3959 approving an amendment to Conditional Use Permit 04-015 amending the partial master sign program and establishing a complete master sign program for The District at Tustin Legacy. REGULAR BUSINESS Received and filed 7. 2004 COMMUNITY DEVELOPMENT DEPARTMENT YEAR IN REVIEW. The Community Development Department Activity - Year in Review briefly describes the total number of discretionary projects (i.e. Conditional Use Permits, Design Reviews, Subdivision Maps, etc.), major accomplishments for various functional areas within the Community Development Department, and Building Division activity. Action Agenda - Planning Commission 1-24-05 - Page 3 RECOMMENDATION: That the Planning Commission receive and file. STAFF CONCERNS 8. REPORT OF ACTIONS TAKEN AT THE JANUARY 17, 2005, CITY COUNCIL MEETING. Director reported The City Council approved the Final Tract Map for Tustin Gateway Business Park, the project at 1123 Warner Avenue, a portion of the old Steelcase site. The City Council approved an agreement between the City of Tustin and the South Orange County Community College District regarding utilities at Tustin Legacy; this project does not come before the Planning Commission for entitlement; the only discretionary action the City has relates to grading permits and encroachment permits; their launch site is referred to as the Advanced Technology and Education Park (ATEP); the Planning Commission will be updated as this moves along. The CDBG meeting is tentatively scheduled for February 16, 2005; this meeting would involve a representative from the Planning Commission on the Committee, usually the Chairperson or the Chairperson's designee. COMMISSION CONCERNS Lee Thanked staff for making the job of the Planning Commission so much easier than it might be in other jurisdictions. Menard Added his kudos to staff for the work they do. Asked if the land use fact sheet was standard in all the staff reports. Binsack Answered that this form was initiated after the St. Cecelia project. Menard Stated the format, with everything on one page, is excellent; and, added he plans to use it in his office. Floyd Thanked staff for the presentations; and, added that he is always impressed by how the applicants say they enjoy dealing with the City of Tustin. Pontious Echoed the comments of Commissioners Lee, Menard, and Floyd; and, indicated Tustin has always had a competent staff. Action Agenda - Planning Commission 1-24-05 - Page 4 Nielsen Added his thanks to the staff. Stated he feels the palm wrap signs are a great idea, and he looks forward to adding this term to his land use vernacular. Floyd Noted that he attended the inauguration, a lifetime experience he recommended for everyone; he presented the new City pin to Congressman Christopher Cox who asked Commissioner Floyd to pass on his greetings to the City. 8:13p.m. ADJOURNMENT The next regular meeting of the Planning Commission is scheduled for Monday, February 14, 2005, at 7:00 p.m. in the City Council Chamber at 300 Centennial Way.
