SUBJECT: CONSIDERATION OF THE AUDIT COMMITTEE VACANCY
SUMMARY:
The City Council will consider an application received and may decide to appoint member to
the Audit Committee to fill an unexpired term.
RECOMMENDATION:
Pleasure of the City Council.
BACKGROUND:
On September 7, 2004 the City Council interviewed one applicant for the Audi Committee
vacancy, Jena Saldaña. Council requested continuation of the matter to receive additional
applications. The following candidate has submitted his application and is seeking
appointment to the Audit Committee:
Audit Committee - One (1) vacancy for term expiring on March 1, 2007. Of the five
member committee, four (4) are required to be registered voters in the City and one
(1) a registered voter within the Tustin Water Corporation area. This vacancy is to fill
the un-expired term of a city resident. Applicant meets the requirement.

I just completed the Citizen's Police Academy and have been trying ot figure out how I could get more
involved with the City. I saw this position on the web site and thought I could be a benefit to the City.

I am a California CPA. I am currently National Treasurer for The Society of Industrial & Office Realtors
based in Washington DC. I do the internal audits for Christ Presbyterian Church in Huntington Beach. I was
Treasurer & CFO of a publicly traded finance company.

To Whom It May Concern:
This letter is to recommend Tom Stroud for a position on the Audit Committee of the
City of Tustin and to make you aware of the important contribution that Tom has made to
the Society of Industrial and Office Realtors (SIOR) in his role as Treasurer.
Tom has taken much time away from his professional life and sacrificed a number of
weekends, in order to help me rectify a number of problems in SIOR's finance and
accounting function that I encountered upon taking over as CEO last year. Despite the
many frustrations Tom had experienced during the previous year, his efforts were
unflagging. Tom's continued perseverance was very much appreciated, and SIOR's
leadership has recognized his invaluable assistance.
Tom was instrumental in the hiring of a new Chief Financial Officer and took great pains
to ensure that the new CFO was conversant with the financial accounting system used by
SIOR, and with FRX, our financial reporting system. Tom flew to Washington, DC to
participate in the interview process in which he played an integral part. The result was
that we hired someone who has turned out to be an outstanding CFO.
Tom has been unwavering in his support and had an integral role in rectifying the historic
difficulties in Finance and Accounting. I look forward to working with him as Treasurer
in the two-year term tò which he was just re-elected.
There is no question that Tom would be very effective in a position on your Audit
Committee. He is extremely knowledgeable and dedicated.
