SUBJECT: AUTHORIZATION TO SOLICIT BIDS FOR REPLACEMENT OF REVERSE
OSMOSIS MEMBRANE ELEMENTS
SUMMARY
A specification has been prepared for the purchase of three-hundred eighteen (318)
replacement reverse osmosis membrane elements (Membrane Elements) and is ready to be
bid for the City's 1 yth Street Desalter Water Treatment Facility (Desalter).
RECOMMENDATION
It is recommended that the City Council authorize the City Clerk to advertise and solicit bids for
the purchase of three-hundred eighteen (318) replacement Membrane Elements for the City's
Desalter.
FISCAL IMPACT
Appropriated funds are available in the Water Services Division Operation and Maintenance
budget for Fiscal Year 2004-2005. The estimated cost is $150,000.00.
BACKGROUND
The Desalter has been operating with the current Membrane Elements since 1996. Membrane
Elements have an average life expectancy of five years. Staff's operational practices have
allowed for an extended life of the current Membrane Elements. The water production and
quality of the current Membrane Elements has significantly decreased and are now in need of
replacement. Staff has contracted with Separation Process Inc. to assist in specifying and
selecting the new Membrane Elements. Separation Process Inc. has recommended a new
energy efficient Membrane Element that will provide the amount of water production and quality
that the facility was originally designed for. Staff recommends that the City Council authorize
the City Clerk to advertise and solicit bids for the purchase of three-hundred eighteen (318)
replacement Membrane Elements. Upon completion of the procurement process Water
Division staff will install the new Membrane Elements at the City's Desalter.
