FIRST PUBLIC INPUT - Jeffrey Immediato, reiterated interested in one of the hangers at the MCAS Base and discussed proposed Dome Development at site. CONSENT CALENDAR - It was moved by Mayor Pro Tem Davert, seconded by Councilmember Amante, to approve Consent Calendar items 1 through 11 as recommended by staff. Motion carried 5-0. 1. APPROVAL OF MINUTES - REGULAR MEETING OF JANUARY 3, 2005 Motion: Approve the Regular City Council Meeting Minutes of January 3, 2005. 2. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL Motion: Approve Demands in the amounts of $433,503.83 and $987,452.37; reversals in the amount of $2,134.94; and Payroll in the amount of $484,810.76 3. PLANNING ACTION AGENDA - JANUARY 10, 2005 City Council Meeting Minutes January 17, 2005 Page 2 of7 All actions of the Planning Commission become final unless appealed by the City Councilor member of the public. Motion: Ratify the Planning Commission Action Agenda of January 10, 2005. 4. QUARTERLY INVESTMENT REPORT Motion: Receive and file. 5. FINAL TRACT MAP 16527 (TUSTIN GATEWAY BUSINESS PARK) On October 20, 2003, the City Council approved Tentative Tract Map 16527 to subdivide Parcel 2 of Parcel Map 2002-237 into seven (7) lots to accommodate development of 266,324 square feet of industrial buildings and related site improvements at 1123 Wamer Avenue, located between the Bedrosian Tile site along the west property line, Bell Avenue to the north, an AT. & S.F. railroad easement to the east, and Warner Avenue to the south. All conditions of the tentative tract map have been fulfilled and the final map is ready to be approved and recorded. Applicant: Voit Development Company Property Owner: Tustin Gateway Business Park, LLC Motion: Adopt resolution. RESOLUTION NO. 05-21 - A resolution of the City Council of the City of Tustin approving Final Tract Map 16527 to subdivide parcel 2 of Parcel 2002-237 into seven (7) lots to accommodate development plans approved by Design Review 03-015, which authorized construction of 266,324 square feet of industrial buildings and related site improvements at 1123 Wamer Avenue 6. ADOPTION OF RESOLUTION NO. 05-13 ESTABLISHING PRIMA FACIE SPEED LIMITS ON CITY STREETS Motion: Adopt resolution. RESOLUTION NO. 05-13 - A resolution of the City Council of the City of Tustin, California, establishing Prima Facie Speed Limits on certain City streets 7. ADOPTION OF RESOLUTION NO. 05-14 ORDERING THE PREPARATION OF THE ENGINEER'S REPORT FOR THE TUSTIN LANDSCAPE AND LIGHTING DISTRICT LEVY OF ANNUAL ASSESSMENTS FOR FISCAL YEAR 2005-2006 City Council Meeting Minutes January 17, 2005 Page30f7 Motion: Adopt resolution. RESOLUTION NO. 05-14 - A resolution of the City Council of the City of Tustin, California ordering the preparation of an Engineer's Report for the Tustin Landscape and Lighting District Levy of Annual Assessments for Fiscal Year 2005-2006 8. AUTHORIZATION TO INSTALL NORTHBOUND STOP CONTROL FOR RAINTREE LANE AT ANA TREE PLACE Motion: Adopt resolution. RESOLUTION NO. 05-15 - A resolution of the City Council of the City of Tustin, California designating the location of certain stop control intersections 9. SUBMITTAL OF CITY OF TUSTIN APPLICATIONS FOR ORANGE COUNTY COMBINED TRANSPORTATION FUNDING PROGRAMS, FISCAL YEARS 2005/2006 THROUGH 2009/2010 Motion: Adopt resolution. RESOLUTION NO. 05-16 - A resolution of the City Council of the City of Tustin, California approving the submittal of applications for certain improvement projects to the Orange County Transportation Authority for funding under the Combined Transportation Funding Programs for Fiscal Years 2005/2006 through 2009/2010 10. ACCEPTANCE OF PUBLIC IMPROVEMENTS AND AUTHORIZATION TO FILE THE NOTICE OF COMPLETION FOR THE CITY COUNCIL CHAMBERS RENOVATION (CIP NO. 1039) Motion: 10.a. Adopt resolution; RESOLUTION NO. 05-20 - A resolution of the City Council of the City of Tustin, California, accepting the works of improvement and authorizing the recordation of the Notice of Completion for the City Council Chamber Renovation Project (CIP No. 1039) 10.b. Authorizing the recordation of the Notice of Completion, and direct the City Clerk to: City Council Meeting Minutes January 17, 2005 Page 4 of 7 1. Release the Labor and Materials Bond not sooner than thirty-five (35) days after the date of recordation of the Notice of Completion: and 2. Release the Faithful Performance Bond not sooner than one year after the date of recordation of the Notice of Completion; and 10.c. Assuming no claims or stop payment notices are filed, it is further recommended that thirty-five (35) days after the date of recordation of the Notice of Completion, the City Council authorize payment of the final 10% retention in the amount of $44,172.75 to Big West Construction Inc. APPROVAL OF AN AGREEMENT BETWEEN THE CITY OF TUSTIN AND THE SOUTH ORANGE COUNTY COMMUNITY COLLEGE DISTRICT REGARDING TEMPORARY UTILITIES AT TUSTIN LEGACY 11. Motion: Approve the Agreement between the City of Tustin and the South Orange County Community College District regarding temporary utilities at Tustin Legacy, and authorize the City Manager to execute the document on behalf of the City. Councilmember Kawashima: Honored to be keynote speaker at Tustin High School for their Tustin Pride presentation; Inquired on the status of gutters, overflows and potholes after severe rains, Public Works Director/City Engineer Tim Serlet responded there had been no major damage and everything was functioning well; and Reported that a resident had called him regarding bins and activities at intersection of Newport and Irvine Boulevard - Public Works Director/City Engineer Serlet responded he would investigate and report back. Councilmember Hagen: Announced Leadership conference postponed until March; and Transportation Corridor Agency discussions ongoing regarding San Joaquin Toll Road. Mayor Pro Tem Davert: Thanked Mayor Bone and Councilmember Amante for presenting his report on Vector Control in Sacramento; Reported on Southern California Association of Govemments - Community Economic and Housing Development Subcommittee would discuss housing mandates; and Orange County Transportation Authority - Central Corridor Study was looking into ways to alleviate congestion in central Orange County, including the 5 and 55 interchange, and possibly widening the 55 freeway or extending the 57 freeway. Mayor Bone: Spoke about new community college to be built on Tustin Legacy, to be named Tustin Advanced Technology Education Park (Tustin ATEP Campus), classes would include architect design, commercial hi tech soundstage, culinary arts, classes to start Fall 2005; Water Advisory Council of Orange County - WACO, met new Chairman of the Board Wes Bannister, Tustin water supply dropped 366 acre feet in usage from last year; Reported that Governor Arnold Schwarzenegger met with Japan's Prime Minister to discuss export trade - expansion of trade would congest harbors at Los Angeles and Long Beach, proliferation of truck and train traffic, and the overall effects on local communities; and Reported on Santa Ana River Flood Protection Agency - recent projects including Prado Dam at cost of $400 million, raising it 28.4 feet and should be completed by 2008; Lower Santa Ana River and 7 Oaks Dam.
