AWARD OF CONTRACT FOR CONSTRUCTION OF THE AL TADENA
DRIVE/PASADENA AVENUE PEDESTRIAN ENHANCEMENTS PROJECT
(CIP NO. 4063)
SUMMARY
Bids for the Altadena Drive/Pasadena Avenue Pedestrian Enhancements Project (CIP No.
4063) have been received and a construction contract is ready to be awarded.
RECOMMENDATION
It is recommended that the City Council award the construction contract for the Altadena
Drive/Pasadena Avenue Pedestrian Enhancements Project (CIP No. 4063), to Elite Bobcat
Service, Inc., the lowest responsible bidder in the amount of $141,335.00, and authorize the
Mayor and the City Clerk to execute the contract documents on behalf of the City.
FISCAL IMPACT
The City's Capital Improvement Program (CIP) Budget for FY 2004/2005 provides funding in
the amount of $268,914.00 for this project, including design, construction, and contract
administration. The Budget is comprised of a grant from the Caltrans Safe Route to School
Program, Measure "M" Turnback funds, and Community Development Block Grant (CDBG)
funds. It is anticipated that most of the Measure "M" funds will be available for
reprogramming at the end of the project.
BACKGROUND
Bids were opened on February 15, 2005. There were four (4) bids received and the results
are summarized as follows:

The references and the State Contractor's License for Elite Bobcat Service, Inc. have been
checked and are appropriate for the subject project. Their bid for the project is about 10%
below the engineer's estimate of $157,400. The bid amount is lower than the engineer's
estimate due primarily to lower than expected prices related to construction of concrete
drainage channels.
Work for this project involves the installation of an in-pavement lighted crosswalk system at
the existing school crosswalk across the north leg of Pasadena Avenue at Altadena Drive.
The proposed flashing lights will be activated by pedestrians and serve to provide additional
warning to drivers that pedestrians are using the crosswalk. Additionally, curb extensions
(bump-outs) will be installed to reduce the walking distance across Pasadena Avenue.
