SUBJECT:
APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO
ADVERTISE FOR BIDS FOR THE NEWPORT AVENUE EXTENSION/SR-55
RAMP RECONFIGURATION PROJECT (CIP NO. 7130) AND THE EDINGER
AVENUE WIDENING PROJECT (CIP NO. 7147 IN THE CITY OF TUSTIN AND
CIP NO. 2585 IN THE CITY OF SANTA ANA)
SUMMARY
The plans and specifications for the Newport Avenue Extension/SR-55 Ramp Reconfiguration
Project (CIP No. 7130) and the Edinger Avenue Widening Project (CIP No. 7147 in the City of Tustin
and CIP No. 2585 in the City of Santa Ana) have been prepared and both projects are now ready to
be bid.
The Newport Avenue/SR-55 Ramp Reconfiguration Project proposes to reconstruct the SR-55
northbound ramps, construct Newport Avenue between Edinger Avenue and Valencia Avenue,
realign Del Amo Avenue to intersect with the future SR-55 northbound ramps and Newport Avenue,
and widen the north side of Valencia Avenue between the future Newport Avenue and the railroad
spur line tracks to the east. The Edinger Avenue Widening Project proposes to widen Edinger
Avenue to "Smart Street" (6 lanes) standards from 1400 feet east of Red Hill Avenue to Ritchey
Street in the City of Santa Ana and provide an exclusive right turn lane on northbound Red Hill
Avenue at Edinger Avenue.
The plans and specifications for both projects have been combined into one bid package.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 05-05, approving plans and
specifications for the Newport Avenue Extension/SR-55 Ramp Reconfiguration Project (CIP No.
7130) and the Edinger Avenue Widening Project (CIP No. 7147 in the City of Tustin and CIP No.
2585 in the City of Santa Ana), combined into one bid package, and authorizing and directing the
City Clerk to advertise for bids.
FISCAL IMPACT
The Capital Improvement Program (CIP) for Fiscal Year 2004-2005 provides $11,141,838 for
construction and contract administration for the Newport Avenue Extension/SR-55 Ramp
Reconfiguration Project (CIP No. 7130) and $7,356,945 for construction and contract administration
for the Edinger Avenue Widening Project (CIP No. 7147 and CIP No. 2585) for a total of
$18,498,783. The engineer's construction cost estimate for the combined projects is $15,800,000.

Construction and contract administration funding for the Newport Avenue Extension/SR-55 Ramp
Reconfiguration Project is comprised of Measure "M" Turnback funds, Measure "M" Competitive
funds, Water Capital Improvement Program funds, Developer Bond funds, Developer Cash Payment
funds, and Tustin Community Redevelopment Agency - South Central funds.
Construction and contract administration funding for the Edinger Avenue Widening Project is
comprised of Measure "M" Smart Street funds, Santa Ana-Tustin Transportation System
Improvement Authority funds, Water CIP funds, and Developer Bond funds.
BACKGROUND
Newport Avenue Extension/SR-55 Ramp Reconfiguration Project
A description of proposed project improvements is as follows:
Extension and widening of Newport Avenue south approximately 1,800 lineal feet from
Edinger Avenue to Valencia Avenue. The proposed Newport Avenue extension will be a six
(6) lane Major Arterial. The proposed features include three (3) lanes in each direction,
raised medians, sidewalks, and bike lanes. Extended double left turn lanes and a separate
right turn lane to the SR-55 on ramps will be provided.

Realignment of Del Amo Avenue to intersect with the SR-55 ramps and Newport Avenue, Del
Amo Avenue will also be widened to allow for four (4) lanes and provide and added access
route to SR-55. A portion of Del Amo Avenue no longer needed for street purposes will be
vacated after the project. The realignment of Del Amo Avenue will also necessitate the
relocation of a Southern California Edison 66kv Transmission Line that is currently located
along Del Amo Avenue. The line is proposed to be installed underground.
Reconstruction of the SR-55 northbound ramps. The current loop ramps at SR-55 and
Edinger Avenue will be removed and replaced by hook ramps approximately 1,200 lineal feet
south of Edinger Avenue. This configuration offers many advantages including an improved
level of service and a reduced weaving pattern on the freeway. A land exchange is planned
between Caltrans and the City for the ramp locations that are delineated in Cooperative
Agreement No. 12-238, previously entered into between the City and Caltrans.
Widening of the north side of Valencia Avenue from the new intersection with Newport
Avenue easterly 350 feet to the existing railroad spur line tracks.
Construction of a new Edinger Avenue and Newport Avenue intersection and widening of
Edinger Avenue around the intersection. Edinger Avenue at Newport Avenue will be lowered
approximately three (3) feet to accommodate design requirements for the Newport Avenue
extension to the north (Phase II).
New signalized intersections will be provided along Newport Avenue at Edinger Avenue, SR-
55 ramps/Del Amo Avenue and Valencia Avenue. The existing signalized intersection at Del
Amo Avenue/Edinger Avenue will be modified to accommodate the widened roadways.
Provision for future traffic signals at mid-block commercial driveways on Newport Avenue
north and south of the SR-55/Del Amo Avenue intersection will be made.

Existing landscaping affected by the construction will be replaced in-kind and new
landscaping will be provided adjacent to the reconstructed SR-55 northbound ramps.
The environmental document for this project, Supplement #1 to Final Environmental Impact Report
90-1, was approved by the City Council on May 5, 2003. The Notice of Determination was filed and
recorded on May 6, 2003.
The City has been diligently working with Caltrans in obtaining an Encroachment Permit for
construction of the project. It is anticipated that the Encroachment Permit will be issued within the
next few weeks.
Edinger Avenue Widening Project
A description of proposed project improvements is as follows:
. Widen Edinger Avenue to "Smart Street" (6 lane) standards from 1400 feet east of Red Hill
Avenue in the City of Tustin to Ritchey Street in the City of Santa Ana.
Provide for dual left turn lanes and exclusive right turn lanes at key intersections.
Install bike lanes in both directions within the City of Tustin.
Install a raised landscaped median in both cities where feasible.
Resurface the entire roadway segment.
The controlling environmental document for this project, the Final Initial Study/Mitigated Negative
Declaration for the Edinger Avenue Improvements from Ritchey Street to 1400 feet east of Red Hill
Avenue was approved by the City Council on April 16, 2001. The Notice of Determination was filed
on May 2, 2001.
The City of Santa Ana City Council approved and adopted the Mitigated Negative Declaration and
Mitigated Monitoring Program, E.R. No. 97-3, for the Edinger Avenue Improvements from Ritchey
Street to 1400 feet east of Red Hill Avenue on April 15, 2002.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA
APPROVING PLANS AND SPECIFICATIONS FOR THE NEWPORT AVENUE
EXTENSION/SR-55 RAMP RECONFIGURATION PROJECT (CIP NO. 7130) AND
THE EDINGER AVENUE WIDENING PROJECT (CIP NO. 7147 IN THE CITY OF
TUSTIN AND CIP NO. 2585 IN THE CITY OF SANTA ANA) AND AUTHORIZING
ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for
the construction of the Newport Avenue Extension/SR-55 Ramp Reconfiguration Project (CIP No.
7139) and the Edinger Avenue Widening Project (CIP No. 7147 in the City of Tustin and CIP No.
2585 in the City of Santa Ana); and
WHEREAS, the City Engineer has presented plans and specifications for the construction of
said work; and
WHEREAS, on May 5, 2003, the Tustin City Council adopted Resolution No. 03-63 which
Certified Final Environmental Impact Report 90-1 as revised by Final Supplement #1 for the Newport
Avenue Extension/SR-55 Ramp Reconfiguration Project (CIP No. 7130) pursuant to the California
Environmental Quality Act (CEQA); and
WHEREAS, on May 6, 2003 pursuant to Public Resources Code Section 21000, et seq.,
CEQA, the City of Tustin filed a Notice of Determination under CEQA with the County Clerk of the
County of Orange, California; and
WHEREAS, on April 16, 2001, the Tustin City Council adopted Resolution No. 01-40 which
approves the use of the Final Initial Study/Mitigated Negative Declaration for the Edinger Avenue
Smart Street Improvements from Ritchey Street to 1400 feet east of Red Hill Avenue as the
controlling environmental document and clearance for the segment of Edinger Avenue between the
City limits at SR-55 to 1400 feet east of Red Hill Avenue pursuant to the California Environmental
Quality Act (CEQA); and
WHEREAS, on May 2, 2001, pursuant to Public Resources Code Section 21000, et seq.,
CEQA, the City of Tustin filed a Notice of Determination under CEQA with the County Clerk of the
County of Orange, California; and
WHEREAS, on April 15, 2002, the City of Santa Ana City Council approved and adopted the
Mitigated Negative Declaration and Mitigated Monitoring Program, E.R. No. 97-3, for the Edinger
Avenue Improvements from Ritchey Street to 1400 feet east of Red Hill Avenue;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the
City Engineer are hereby approved as the plans and specifications for:
Newport Avenue Extension/SR-55 Ramp Reconfiguration Project (CIP No. 7130) and
the Edinger Avenue Widening Project
(CIP No. 7147 in the City of Tustin and CIP No. 2585 in the City of Santa Ana)
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise
as required by law for the receipt of sealed bids or proposals for the performance of the work
specified in the aforesaid plans and specifications.
