HomeMy WebLinkAbout03 Summary of Projects ITEM #3 DATE: MARCH 14, 2005 TO: FROM: SUBJECT: PLANNING COMMISSION COMMUNITY DEVELOPMENT DEPARTMENT SUMMARY OF PROJECTS The following is a list of projects and activities for your ink>rmation since the previous report on October 25, 2004. The list focuses on the status of projects that the Planning Commission, Zoning Administrator, or Community Development Director approved, major improvement projects, and other items of interest. Zonina Administrator Actions . Zoning Administrator Action 04-24 (14081 Newport Avenue): A request to temporarily operate a soil vapor extraction unit to remove hydrocarbons from the soil under a gas station was approved on October 25, 2004. The project is currently in plan check. Zoning Administrator Action 05-001 (2600 Walnut Avenue, Suite G): A request to establish a martial arts studio for up to two (2) instructors and eight (8) students within an existing 1,500 square foot tenant space in the Irvine Industrial Complex was approved on January 17, 2005. Zoning Administrator Action 05-002 (14520 Newport Avenue): A request to continue the temporary placement of a sales trailer, a construction trailer, and a portable restroom for up to six (6) months at 14520 Newport Avenue in conjunction with the adjacent site development of 63 condominium units at 14552 Newport Avenue was approved on March 7, 2005. . . Major Projects Under Construction . Heritage Plaza (137 West First Street): Framing is finished and walls are ready for stucco for a new 14,695 square foot three-building retail center at the north terminus of EI Camino Real. . Olson Company Condominium Development (14552 Newport Avenue): Construction of model homes is underway. . Barn Site Redevelopment (1621 Edinger Avenue): Framing is underway for a new retail center and a self-storage facility. . New Industrial Building (1111 Bell Avenue): Construction of a new 111,920 square foot warehouse and manufacturing building with administrative offices on the vacant 6.1-acre parcel is underway. Trader Joe's and Red Hill Center Remodel (12932 Newport Avenue): Tenant improvement plans for a Trader Joe's in the former LA Fitness are in plan check. Plans for an exterior remodel and parking lot reconfiguration for the shopping center are also in plan check. . Tustin Gateway Business Park (1123 Warner Avenue): Construction of nineteen (19) new industrial buildings ranging in size from 3,500 to 40,000 square feet is underway. . McCharles House Expansion (335 South C Street): Building plans to construct a 500 square foot addition to the south side of the existing restaurant to accommodate eight (8) additional seats and a 520 square foot detached retail building at the rear of the property were approved through plan check and permits were issued on May 11, 2004; slab inspection was completed in February 2005. Recentlv Completed Proiects . Tustin Ranch Golf Course Expansion (12442 Tustin Ranch Road): A 6,000 square foot expansion of the golf course club house is completed. . New phasing fully operational on the Newport Aven ue/E I Camino Real Traffic Signal Modification (4064) with delivery of internally illuminated mast arm street name signs delaying final acceptance of the project. (Public Works Project) . In January 2005, construction was complete for the Jamboree Road Median Barrier Project (7162). (Public Works Project) Tustin Leaacv . The District at Tustin Legacy (Vestar) (Barranca Parkway and Jamboree Road): Vestar received entitlements in July 2004 for the construction of 1,006,100 square feet of commercial uses and is working to record a final map and close escrow on the project site. . Tustin Legacy Partners (TLP): Staff is continuing to work with the Shea Properties and Centex Homes partnership as the Master Developer of approximately 700 acres to develop conceptual land use, circulation, and open space plans. . John Laing Homes, Planning Area 20 (Harvard Avenue and Edinger Avenue): A variety of paired homes, detached cluster homes, and row town homes are under construction; a total of 376 units will be built. Construction of twenty-two (22) model homes has been completed and they are open under Temporary Certificates of Occupancy. Phases One, Two, and Three of all products are completed except for cluster homes. . John Laing Homes, Planning Area 21 (Harvard Avenue and Edinger Avenue): The models and the parks site are complete and open to the public. Lennar, Planning Areas 4, 5, and 21: The plans were approved by the City Council on February 22, 2005. . South Orange Coast Community College District: The District is proceeding with plans to construct a one acre Advanced Technology and Education Park at the northeast corner of Red Hill Avenue and Valencia Avenue. . Ranch Santiago Community College District: The District is currently revising plans in response to the City's comments for the construction of a Sheriff's Training Facility at the northwest corner of future Warner Avenue and Armstrong Avenue. Revised plans are anticipated shortly. . Orange County Rescue Mission's Village of Hope (LandsdowneNalencia): Building permits were issued on May 9, 2002, for the two (2) buildings located at 15635 and 15686 Landsdowne; Phase 2 is under construction. . Temporary Concrete Crushing Operation (Planning Area 4 and 5): Lennar Communities received approval to crush concrete on their properties in the northwest corner of Tustin Legacy until August 2005. Operations are ongoing. Miscellaneous . Tustin Commons (14151 Myford Road and Michelle Drive): Permits were issued for façade remodel of two existing office buildings. . Prospect Village Project (191-195 E. Main Street): The mixed-unit development comprised of a new 8,589 sq. ft., two-story commercial building and twelve (12) mixed use units was approved by the Planning Commission on April 26, 2004, and by the City Council on May 17, 2004. Grading and building plans have been submitted for the commercial building. . Tustin Auto Center Freeway Sign (Auto Center and Freeway): Sign plans have been submitted for plan check for the freeway oriented LCD sign. . Retail Center on Former Tustin Transmission Site (14001 and 14011 Newport Avenue): A 7,400 square foot retail center has been approved, a demolition permit has been issued, and grading and building plans are in plan check. . Camellia Tract (Rawlings Way and Tustin Ranch Road): Construction of twenty-five (25) single family dwellings was approved by the Planning Commission on January 24,2005, and by the City Council on February 7,2005. . St. Cecilia Church (1301 Sycamore Avenue): Construction of a 5,950 square foot office/meeting room building and the temporary use of a modular building for two years. No plans have been submitted into plan check. The applicant met with staff and indicated that they intend to submit an application requesting a modification to the approval to allow the modular building until 2012. Summary of Projects and Activities March 14, 2005 Page 4 Roadwav Public Improvements - Public Works Department . In December 2004, construction began for the Irvine Boulevard/Newport Avenue Intersection Widening Project (7118). Storm drain work and traffic signal work is progressing . Banshee Co. started construction on the Red Hill Avenue Widening Project at the 1-5 Freeway (7133). The project is 70 percent complete. . The City Council awarded plans and specifications for the Walnut Avenue Rehabilitation Project (7178) to all American Asphalt Co. in November 2004. The project is 30 percent complete. . The City Council awarded plans and specifications for the Valencia Road/Armstrong Avenue Project (CIP No. 7139) to SEMA Construction on February 7, 2005. Construction is anticipated to begin in late March 2005. . Public Works staff is reviewing plans and specifications for Edinger Avenue widening from SR-55 to Red Hill Avenue. Property acquisitions are nearly complete (CIP No. 7147). . A purchase order was provided to Harris and Associates for design services for Newport Avenue rehabilitation from Sycamore Avenue to McFaden Avenue (CIP No. 7165). Design is complete. . On February 7,2005, the City Council authorized $133,914 in 2004-05 CDBG funds to be available for the Altadena Drive/Pasadena Avenue pedestrian enhancement Project (CIP No. 4063) and $185,000 for the Old Town Tustin commercial district sign program (CIP No. 4065) . On February 22, 2005, the City Council awarded a Phase V Regional Trails Design contract to Environmental Construction, Inc. .
