JORDAN, CHIEF OF POLICE TO: SUBJECT: SALE OF SURPLUS POLICE EQUIPMENT SUMMARY: Sell used/surplus Tustin Police Vehicles to the Public Safety Department of Allan Hancock College. RECOMMENDATION: The authorization to sell two (2) surplus Tustin Police units to Allan Hancock Community College, in the amount of $3500 per unit, which is the fair market value for a police vehicle based on year, milleage and maintenance. FISCAL IMPACT: The City of Tustin will be paid $7000 by Hancock Community College for the sale of the two surplus / used patrol units. All transfer and title fees will be paid by Hancock College. BACKGROUND: Allen Hancock College is located in Santa Maria California. The Public Safety Department is desperately seeking replacement patrol vehicles. Currently, they have three police units; however one unexpectedly had engine failure and is beyond repair while another has a usage of approximately one more year. Due to budget restrains and the cost of new police units, Hancock Community College does not have the funds to purchase two new patrol vehicles. If Hancock College is able to purchase the surplus police units they will be able to continue their patrol service for approximately four additional years. During that time, they hope to secure the funds needed to buy replacement vehicles. Sale of Surplus Equipment April 4, 2005 Page 2 The Santa Ynez Band of Chumash Indians has volunteered to donate the funds needed to Hancock College for the purchase of the surplus units. The units scheduled for replacement are described as: . 1999 Ford Crown Victoria, License # 1011699. Current mileage is 50,500. . 2001 Ford Crown Victoria, License # 1100504. Current mileage is 61,150. Both surplus vehicles have already been kept in service beyond the normal replacement time. The 1999 vehicle and the 2001 vehicle should have been replaced in 2002 and 2004 respectively and have been completely depreciated as an asset to the City of Tustin. In the past, the City of Tustin has donated or sold surplus equipment and police vehicles to law enforcement agencies, including Golden West College, the Santa Ana School District and the Mexi-cali Police. Typically, the emergency equipment is dismantled and removed from the surplus police units. The Units are then sent to auction and their eventual sale and price are not assured. This authorization would allow us to quickly dispose of surplus equipment and assist the Public Safety Department of Hancock Community College and save the cost of labor to remove equipment and sell the equipment on an individual basis.
