STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: AUTHORIZATION TO PURCHASE OFFICE FURNITURE FOR THE PUBLIC WORKS ENGINEERING RECONFIGURATION (CIP NO. 10032) SUMMARY Staff is requesting authorization to purchase furniture and modular walls for the Public Works Engineering Reconfiguration (CIP No. 10032). RECOMMENDATION It is recommended that the City Council adopt Resolution No. 19-44 authorizing the use of State of California Department of General Services; CMAS Contract # 4-11-71-0119A (National Office Furniture) and 04-12-71-0084B (Trendway Corporation) and National Cooperative Purchasing Alliance Contract # 07-39 (Maxon Furniture) with D&R Office Works, Inc. for the purchase and installation of furniture, modular walls and partitions. FISCAL IMPACT Sufficient funds have been budgeted for this project in the Fiscal Year 2019-2020 Capital Improvement Program. The total estimated expenditure for the purchase and installation of furniture and modular walls for this project is $137,290. The project is funded through Capital Improvement Funds (Fund 200). CORRELATION TO THE STRATEGIC PLAN Public Works Engineering Reconfiguration Project contributes to the fulfillment of the City's Strategic Plan Goal E: Organizational Excellence and Customer Service, specifically strategy 4 to support talented management with effective employee development, succession planning to cultivate and grow leadership, excellent performance, and attracting and retaining outstanding employees; and strategy 5b by improving and/or updating technology in support of efficient and effective services. BACKGROUND Public Works Engineering Reconfiguration Project was established to address space needs within the Engineering Division. In addition, some of the cubicle partitions and furniture are over twenty- eight years old. Repairs are no longer possible because replacement parts are not available. This area accommodates fourteen staff members who serve the public and business community. These improvements will result in more efficient use of the available space and will coincide with painting of the walls. The project will also allow for the creation of a Traffic Management Center (TMC), whereby the City will be able to better evaluate and control the local traffic signal system to accommodate in -field conditions. Authorization to Purchase Office Furniture, CIP 10032 October 1, 2019 Page 2 This project includes acoustical workstation panels, modular office walls, desks, credenzas, group workspace, shelves, and side chairs. The installation will be completed in coordination with information technology and telecommunications work associated with the TMC and relocation of workstations. The work will be done in phases to minimize disruptions to day-to-day operations. The final phase of the project will be the installation of new work stations and will occur during the holiday closure. The California Multiple Award Schedules (CMAS) offers a wide variety of products and services at prices that have been assessed to be fair, reasonable and competitive. CMAS contracts are established by the State of California, Department of General Services for use by all California state and local government agencies that are empowered to expend public funds for the acquisition of products and services. Public Contract Code 10298 authorizes state and local agencies to contract with suppliers awarded CMAS contracts without further competitive bidding. National Cooperative Purchasing Alliance (NCPA) is a leading national government purchasing cooperative working to reduce the cost of goods and services by leveraging the purchasing power of public agencies in all 50 states. NCPA utilizes state of the art procurement resources and solutions that result in cooperative purchasing contracts that ensure all public agencies are receiving products and services of the highest quality at the lowest prices. Di Public Works/City Engineer Attachment: Resolution 19-44 SACity Council Items\2019 Council Items\10-01-2019\Authorization to Purchase Office Furniture\Authorization to Purchase Office Furniture.docx RESOLUTION NO. 19-44 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA AUTHORIZING THE STATE OF CALIFORNIA DEPARTMENT OF GENERAL SERVICES TO` PURCHASE CERTAIN ITEMS WHEREAS, the City has need to purchase various material, supplies and equipment in order to conduct the operations of the City; and WHEREAS, Section 1625, Item C of the Tustin Municipal Code authorizes the State of California Department of General Services and other government purchasing programs such as National Cooperative Purchasing Alliance Contract to purchase materials, supplies, and equipment if it can be acquired more cheaply or efficiently; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin, California, does hereby authorize State of California Department of General Services, to utilize California Multiple Award Schedules Contract # 4-11-71-0119A and 04-12-71-0084B and National Cooperative Purchasing Alliance Contract # 07-39 for D&R Office Works, Inc., for and on behalf of the City of Tustin pursuant to Section 10324 of the California Public Contract Code, and that Mr. Matthew S. West, City Manager, is hereby directed to sign and deliver all necessary requests and other documents in connection therewith and for and on behalf of the City of Tustin.
