ADVERTISEMENT FOR BIDS FOR THE TUSTIN LEGACY TUSTIN RANCH
ROAD AND VALENCIA AVENUE PARKWAY LANDSCAPING
IMPROVEMENTS PROJECT, CIP NO. 70247
SUMMARY
The plans and specifications for the Tustin Legacy Tustin Ranch Road and Valencia Avenue
Parkway Landscaping Improvements Project, CIP No. 70247 have been prepared and the
project is ready to be bid.
RECOMMENDATION
It is recommended that the City Council:
Adopt Resolution No. 19-40 approving the plans and specifications for the Tustin Legacy
Tustin Ranch Road and Valencia Avenue Parkway Landscaping Improvements Project,
CIP No. 70247; and
2. Authorize the City Clerk to advertise to receive bids.
FISCAL IMPACT
Sufficient funds have been budgeted and appropriated in this Fiscal Year 2019-2020 Capital
Improvement Program for the Tustin Legacy Tustin Ranch Road and Valencia Avenue Parkway
Landscaping Improvements Project, CIP No. 70247. The engineer's estimate for the project is
$900,000. The project is funded through Land Sale Proceeds (Fund 189) and will be
reimbursed by future Legacy Backbone Infrastructure Fees (Fund 187) pursuant to the Legacy
Backbone Program.
CORRELATION TO THE STRATEGIC PLAN
The parkway improvements on Tustin Ranch Road from Valencia Avenue to Moffett Drive and
Valencia Avenue from Legacy Road to Tustin Ranch Road within Tustin Legacy, contributes to
the fulfillment of the City's Strategic Plan Goal A: Economic and Neighborhood Development.
Specifically, the project implementation of Strategy 1, which among other items, is to develop
critical phases of Tustin Legacy.
DISCUSSION AND BACKGROUND
The project will provide parkway landscaping on the west side of Tustin Ranch Road from
Valencia Avenue to Moffett Drive and on the south side of Valencia Avenue from Legacy Road
to Tustin Ranch Road. Sidewalk will be constructed on the south side of Moffett Drive from
Tustin Ranch Road to Tustin Unified School District (TUSD) School private drive and on the
east side of Legacy Road from Valencia Avenue to TUSD School private drive in the area

generally bounded by future TUSD Legacy Magnet Academy. These improvements are
anticipated to be completed prior to the completion of the Academy in August 2020. In addition,
the final enhancements to the existing median island on Valencia Avenue from Lansdowne
Road to just east of Severyns Road, fronting Veterans Sports Park and a portion of Columbus
Square, are included with this work.

RESOLUTION NO. 19-40
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE TUSTIN
LEGACY TUSTIN RANCH ROAD AND VALENCIA AVENUE PARKWAY
LANDSCAPING IMPROVEMENTS PROJECT, CIP NO. 70247, AND
AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to
contract for the construction of the Tustin Legacy Tustin Ranch Road and Valencia Avenue
Parkway Landscaping Improvements Project, CIP No. 70247; and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, on January 16, 2001, the City of Tustin certified the Program Final
Environmental Impact Statement/Environmental Impact Report (FEIS/EIR) for the reuse and
disposal of MCAS Tustin. On December 6, 2004, the City Council adopted Resolution No. 04-
76, approving a Supplement to the FEIS/EIR for the extension of Tustin Ranch Road between
Walnut Avenue and the future alignment of Valencia North Loop Road. On April 3, 2006, the
City Council adopted Resolution No. 06-43 approving an Addendum to the FEIS/EIR. On May
13, 2013, the City Council adopted Resolution No. 13-32 approving the 2nd Addendum to the
FEIS/EIR. The FEIS/EIR along with its Addendums and Supplement is a program EIR under the
California Environmental Quality Act (CEQA). The FEIS/EIR, Addendum and Supplement
considered the potential environmental impacts associated with development on the former
Marine Corps Air Station, Tustin; and
WHEREAS, an environmental checklist was prepared and certified by the City Council
through Resolution Nos. 15-16 for the proposed project that concluded no additional
environmental impacts would occur from approval of the project. The Environmental Analysis
Checklist concludes that it can be seen with certainty that there is no possibility that the activity
in question may have a significant effect on the environment because all potentially significant
effects 1) have been analyzed adequately in an earlier EIR pursuant to applicable standards,
and 2) have avoided or mitigated pursuant to that earlier EIR, including revisions or mitigation
measures that are imposed upon the proposed project; and
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by
the City Engineer are hereby approved as the plans and specifications for:

BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to
advertise as required by law for the receipt of sealed bids or proposals for the performance of
the work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin
held on the 1 sc day of October 2019.
