HUSTON FROM: PUBLIC WORKS DEPARTMENT / WATER SERVICES DIVISION SUBJECT: AWARD OF A CONTRACT FOR THE PURCHASE OF REVERSE OSMOSIS MEMBRANE ELEMENTS FOR THE 17TH STREET DESALTER SUMMARY Bids have been received for this project and staff is requesting the City Council award the contract for the purchase of three-hundred eighteen (318) replacement reverse osmosis membrane elements for the City's 1 yth Street Water Desalter facility in the amount of $145,281.48 and transfer funds for the purchase. RECOMMENDATION Staff recommends that the City Council award a contract for the purchase of membrane elements to Toray Membrane America, Inc. and authorize the proposed fund transfer. FISCAL IMPACT The total cost of the purchase is $145,281.48. Funds are available for the project in the FY 04- 05 Water Division Operating Budget and staff is recommending the following funds be transferred to a capital outlay account: FROM 70-452-9850 70-457-7145 TO 70-458-9845 70-458-9845 AMOUNT $100,000 $46,000 BACKGROUND On February 7, 2005 City Council authorized the City Clerk to advertise and solicit bids for the purchase of three-hundred eighteen (318) membrane elements for the City's 17th Street Water Desalter facility. Bid Proposal packages were sent to three companies. The bid proposal package was also advertised in the Tustin News and appeared in the Dodge Green Sheet. Two sealed bid proposals were received and publicly opened on March 28,2005 at 10:00 a.m. in City Hall, and are summarized below. Toray Membrane Inc. $148,281.48 Nitto Denko Company Hydranautics $154,190.25 Staff reviewed the proposals for completeness to ensure they met the specifications required in the bid documents. Staff also utilized the services of Separation Process Inc. (SPI) to assist with bid proposal evaluation. Toray Membrane Inc. met the City's bid and specification requirements and is the apparent low bidder.
