WEST, CITY MANAGER ECONOMIC DEVELOPMENT DEPARTMENT Agenda Item 10 Reviewed: City Manager Manager Finance Director NIA SPONSORSHIP OF 2019 TUSTIN FOOD AND WINE FESTIVAL City sponsorship of the Tustin Chamber of Commerce's (Chamber) Tustin Food and Wine Festival event on October 27, 2019. RECOMMENDATION: Authorize the City Manager to execute the 2019 Tustin Food and Wine Festival Sponsorship Agreement, and authorize the City Attorney to make non -substantive changes to the agreement as deemed necessary. FISCAL IMPACT: The City is not contributing funds to the event, but will be waiving facility rental fees, permit fees and City staff time totaling approximately $10,000. The City splits the profit from this event with the Chamber to fund City projects. CORRELATION TO THE STRATEGIC PLAN: Goal A — Economic and Neighborhood Development BACKGROUND: The Tustin Food and Wine Festival (previously Totally Tustin) was established in 2015 by the Chamber to promote local restaurants while raising funds for community projects. In 2018, the event moved to the South Hangar at Tustin Legacy with attendance reaching almost 1,000 people. The City has continually been one of the title sponsors or a co-sponsor of the event. As mentioned previously, profits from previous events have been split between the Chamber and City and have gone to projects such as Old Town Tustin lights, the bust of Columbus Tustin located at the corner of Main and EI Camino, two City -sponsored Marine squadrons at Camp Pendleton, and an interactive kiosk at Veterans Sports Park Agenda Report October 1, 2019 Page 2 at Tustin Legacy. In the event the City -owned building at 150 E. First Street is repurposed, profits from the 2019 event will be used to help fund the kitchen renovation. If the building is not repurposed, the profits will be used to fund City economic development efforts. This profit sharing between the City and Chamber is a unique situation that is not typical to other events or uses in the South Hangar. Staff would not normally recommend waiving fees and staff time for other events in the South Hangar since the City does not participate in profit from those events. Staff and Chamber representatives are available to respond to any questions the City Council may have. ohn Buchanan Jerry Craig for of Economic DevelopmentDeputy Dir ctor iness Services & rHousina la / Kenneth Piguee I j Management Analyst II Attachment: Sponsorship Agreement or no TUSTI N To preserve the free enterprise system, to preserve and expand the potential of all business and professional enterprises, and to promote the civic cultural and CHAMBER OF COMMERCE social well being of the City of Tustin and surrounding community. September 18, 2019 The Tustin Chamber of Commerce is excited to once again produce the Tustin Food and Wine Festival in conjunction with the City of Tustin! The 5' Annual Tustin Food & Wine Festival will take place on Sunday October 27, 2019 in the iconic Tustin Hangar. The Chamber of Commerce is looking forward to again splitting the profits with the City of Tustin, to assist in funding some great local projects that will enhance our fine city to both benefit existing business and work to attract new businesses. Proceeds from past events have been used by the City for enhancements to Tustin's Old Town — year-round lights and the bust of Columbus Tustin — sponsorship of two (2) Marine squadrons in Camp Pendleton, and a new educational kiosk to be installed at the soon to be completed Veterans Sports Park. In the event the City -owned building at 150 E. First Street is repurposed, profits from the 2019 event will be used to help fund the kitchen renovation. If the building is not repurposed, the profits will be used to fund City economic development efforts. Each year this event has grown in both attendance and restaurant participation, with almost all restaurants continuing to participate once they have experienced it. We strive to make this event successful for all parties involved. Restaurants get the opportunity for attendees to sample their best, enticing them to come to their restaurant, and the City of Tustin wins by supporting an event that showcases Tustin as a destination. The Chamber of Commerce appreciates all that the City does in partnering together to continue to support and promote business in Tustin. The Chamber respectfully requests that the City acknowledge and agree to waive facility rental fees, permit fees and City staff time fees for the event. City staff estimates that these services total approximately $10,000. The event will be branded as a co-sponsorship between the Chamber of Commerce and the City of Tustin. The Chamber of Commerce is prepared to provide the necessary insurance and other documentation required under the City's standard license agreement. On behalf of the Chamber of Commerce board and the Tustin Food and Wine Festival Committee, thank you to both the City staff and the City Council for your continued support of this event. We commit to putting our time and energy into this event to make it another memorable night, where the community of Tustin can come together to celebrate each other and our wonderful city.
