HomeMy WebLinkAboutCC RES 97-107 3- RESOLUTION NO. 97-107 2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, 4 AUTHORIZING THE APPLICATION FOR TRADE AND COMMERCE FUNDS TO 5 OFFSET CONSTRUCTION COSTS ASSOCIATED WITH THE CLOSURE AND REUSE 6 OF MARINE CORPS-AIR STATION, TUSTIN 8 The City Council of the City of Tnstin, California, DOES HEREBY RESOLVE as follows: l0 WHEREAS, in 1993 the California Trade and Commerce Agency created the California 3-1 Defense Adjustment Matching Grant Program providing funding for cities, counties and joint 3- 2 powers authorities impacted by cutbacks in defense spending and military base closure; and 13 3-4 WHEREAS, these funds are intended to offset local government federal grant assistance 3- s . matching fund requirements associated with the development of military base reuse plans and other ~ 6 d~fense conversion programs; and '3_7 3- 8 WHEREAS, the City of Tustin has formally applied to the federal Economic Development 3- 9 Administration for a $2,000,000 to fund construction of two new phase I roadways (Valencia 20 Avenue and Armstrong Avenue) through closing Marine Corps Air Station (MCAS) Tustin to 23- support rapid redevelopmerit and job creation at the base property; and 22 23 WHEREAS, the submitted Economic Development Administration grant requires that the 24 City commit to fund at least a 50% match of the cost associated with the proposed construction 25 project, the cost of which is currently estimated at approximately $4,284,638; 26 27 WHEREAS, a maximum of $300,000 of the City of Tustin's projected $2,284,658 funding' 28 match for the extension of Valencia Avenue and Armstrong Avenue can be offset through the 29 California Defense Adjustment Matching Grant Program; 30 33- NOW THEREFORE, BE IT RESOLVED that the City Council: 32 33 1. Approves the filing of an application for the reimbursement of these costs from the 34 Califomia Trade and Commerce Agency; and 35 .36 2. Appoints the Assistant City Manager or her authorized representative as the agent to 37 apply, approve, sign and execute in the name of the City of Tustin any documents necessary for 38 applying for funding under the California Trade and Commerce Agency's Defense Adjustment 39 Matching Grant Program and for entering into an agreement, including any amendments theretO, 40 with the Trade and Commerce Agency in the event that funding is awarded under that program. 43_ · 42.
