JORDAN, CHIEF OF POLICE TO: SUBJECT: DISPOSITION OF SURPLUS MOBILE AUDIONIDEO SYSTEMS SUMMARY The last generation of Mobile AudioNideo Systems (MAVS) is now considered surplus equipment. An offer has been received from Northstar Electronics to purchase two of the units. Kustom Signals, the manufacturer of the units, is offering a $500 credit for the return of nine of the older units. RECOMMENDATION Authorize the sale of two Eyewitness MAVS to Northstar Electronics at a rate of $600 each. Authorize the return of the remaining nine units to Kustom Signals for a credit of $500 each. FISCAL IMPACT $1,200 credit with Northstar Electronics toward future unit conversions or equipment $4,500 credit with Kustom Signals for the purchase of new equipment BACKGROUND Outdated VHS-based MAVS are being replaced, via grant funds, with new DVD systems. This has resulted in 11 old units being deemed as surplus. Northstar Electronics is the vendor used for police vehicle equipment conversions. The credit offered by Northstar would be applied toward the upcoming cost of new vehicle conversions. Kustom Signals, the MAVS vendor, is willing to buy back older VHS units for a credit to be applied to the purchase of additional new equipment. As the typical private resale of the older units at auction is $35 - $50 each, the application of credit toward new equipment is far more cost-effective.
