CONSIDERATION OF NAMING A PARK AND RECREATION FACILITY
IN HONOR OF RICHARD "DICK" EDGAR
SUMMARY:
At the request of the City Council, the Parks and Recreation Commission reviewed and
prioritized options for honoring past Mayor Richard "Dick" Edgar at a City park or facility.
At the April 20 Parks and Recreation Commission meeting, the Commission concluded
its review and voted to forward to the Council its recommendation to name the
Peppertree Park stage and bandshell in his honor.
RECOMMENDATION:
City Council is requested to adopt the Parks and Recreation Commission
recommendation of dedicating the Peppertree Park stage and bandshell in honor of
past Mayor Richard "Dick" Edgar.
FISCAL IMPACT:
The total cost for the purchase and installation of a bronze plaque would be $860. This
cost would be borne within the existing Parks and Recreation Department budget.
BACKGROUND:
At the January 3, 2005 City Council meeting, the City Council received a request to
consider naming a facility or park in honor of recently deceased Richard "Dick" Edgar.
The Council referred this matter to the Parks and Recreation Commission to review and
consider options.
Richard "Dick" Edgar passed away on Friday, December 9, 2004. He had been an
active leader in the community for many years and joined the Parks and Recreation
Commission in 1968. He served on the Planning Commission and was subsequently
elected to the City Council. He was an active leader for Parks and Recreation
programs and facilities.
At the January 19, 2005 Parks and Recreation Commission meeting, it was determined
that Parks and Recreation Commissioners would contact members of organizations and
community leaders to get a sense of what might be appropriate for honoring the past

mayor. At the February 16 Parks and Recreation Commission meeting the Commission
reviewed and prioritized a list of suggestions for honoring Mr. Edgar. The Commission
requested staff to prepare a cost analysis of the top four prioritized suggestions for
honoring the past mayor and return it to the Commission at the April meeting for review.
In order of priority, the top four considerations for honoring Mr. Edgar as voted by the
Commission in February were as follows:
1. Dedicate the Peppertree Park Stage in his honor and place a permanent plaque
on the stage designating it as the "Dick Edgar Stage."
2. Rename the Civic Center Wishing Well in his honor.
3. Construct a sculpture as a focal point at an undetermined location in a park and
surround it with a plaque naming all past mayors.
4. Recognize all mayors on a plaque at a specific facility.
At the April 20 Parks and Recreation Commission meeting, the Commission reviewed
the cost analysis of the top four priorities and recommended that the top suggestion
honoring Mayor Dick Edgar be forwarded to the City Council for consideration. The
Commission unanimously suggested that placing a plaque and rededicating the
Peppertree Park Stage in his honor would be most appropriate.
Following Council consideration, it would be appropriate to have a dedication ceremony
at one of our summer Concerts in the Park programs. Members of Mr. Edgar's family
would be contacted and the dedication ceremony could take place at one of Mr. Edgar's
most favorite programs.
