HomeMy WebLinkAboutPC Minutes 05-09-05 MINUTES REGULAR MEETING TUSTIN PLANNING COMMISSION MAY 9, 2005 7:01 p.m. CALL TO ORDER Given PLEDGE OF ALLEGIANCE City Attorney Introduced Jason Retterer, provided a brief overview of his extensive background in planning, and announced that he would replace Doug Holland as Planning Commission counsel. All present ROLL CALL Staff present Elizabeth Binsack, Community Development Director Lois Jeffrey, City Attorney Dana Ogdon, Assistant Community Development Director Jason Retterer, Deputy City Attorney Justina Willkom, Senior Planner Eloise Harris, Recording Secretary None PUBLIC CONCERNS CONSENT CALENDAR Approved 1. APPROVAL OF MINUTES - MAY 2, 2005, PLANNING COMMISSION MEETING. It was moved by Pontious, seconded by Menard, to approve the Consent Calendar. Motion carried 5-0. PUBLIC HEARING Adopted Resolution 2. Nos. 3969 and 3970 CONTINUED ZONE CHANGE (MCAS TUSTIN SPECIFIC PLAN AMENDMENT) 05-001, A REQUEST TO AMEND THE FOLLOWING SECTIONS OF THE MCAS TUSTIN SPECIFIC PLAN: A) SECTION 3.2.2, FOOTNOTES TO TABLES 3-1 AND 3-2 AND CHAPTER 6 (DEFINITIONS) RELATING TO CALCULATION OF DENSITY; B) SECTION 3.9.2.J AND CHAPTER 6 (DEFINITIONS) TO ESTABLISH REVISED DEVELOPMENT UNIT CRITERIA FOR PLANNING AREA 15; AND C) SECTION 3.2.3 RELATING TO TRANSFER OF RESIDENTIAL UNITS. Adopt Resolution No. 3969 recommending that the City Council find that Zone Change (MCAS Tustin Specific Plan Amendment) 05-001 is within the scope of the adopted Final EIS/EIR for the MCAS Tustin Specific Plan/Reuse Plan. 2. Adopt Resolution No. 3970 recommending that the City Council approve Zone Change (MCAS Tustin Specific Plan amendment) 05-001 for MCAS Tustin. The Public Hearing opened. Presented the staff report. Asked if the definitions for density match the original Specific Plan numbers. Replied that this Zone Change will adjust the Specific Plan to fulfill what was originally intended; there will be no additional units beyond what was envisioned. Stated he wanted to verify that the density numbers will not change. Noted that if an area was to be low density residential, it will remain low density residential and that is true of all the various density levels. Asked if there were other comments or questions. Spoke about an unrelated tenant/landlord issue at The Cottages on EI Camino Real and was told that he had missed the Public Concerns portion of the meeting; Mr. Aguilar apologized for being out of order and for attending the wrong meeting, but thanked the City for providing assistance in this regard. Added that there is a Finding in the environmental evaluation regarding schools; the Planning Commission need not make any modifications; the issue involves a potential school boundary movement; staff can work with Shea-Centex to modify that Finding before the City Council meeting if necessary. The Public Hearing closed. Minutes - Planning Commission 5-9-05 - Page 2 Pontious Indicated she was in favor of staffs recommendation; and, noted the lowering to five acres for product type is positive and will encourage more mixing of unit types. Lee Stated his support of the proposed change. Menard Agreed with Commissioner Pontious' comments. Nielsen Stated his concurrence and asked for a motion. It was moved by Pontious, seconded by Floyd, to adopt Resolution Nos. 3969 and 3970. Motion carried 5-0. None REGULAR BUSINESS STAFF CONCERNS 3. REPORT OF ACTIONS TAKEN AT THE MAY 2, 2005, CITY COUNCIL MEETING. Director Reported that the City Council held a public hearing on the Community Development Block Grant Consolidated Plan for 2005- 2010; the report will be forwarded to HUD prior to May 15, 2005. Announced that, following the recruitment and interview process, Justina Willkom, in attendance this evening, was promoted to Senior Planner. COMMISSION CONCERNS Lee Thanked staff for the report. Welcomed Mr. Retterer as Planning Commission counsel. Congratulated Ms. Willkom on her promotion. Menard Echoed the comments of Commissioner Lee. Remarked that it is encouraging to see the construction that is taking place in Tustin. Floyd Added his welcome to Mr. Retterer and his congratulations to Ms. Willkom. Reminded everyone that this weekend is the Promenade in Old Town; and, encouraged everyone to attend. Minutes - Planning Commission 5-9-05 - Page 3 Floyd continued Announced there will be a concert at Armstrong Gardens beginning at 6:00 p.m. this Sunday. Pontious Welcomed Mr. Retterer; and, asked that he make an effort to respond to a request made some time ago by the Planning Commission to look for ways to revive Old Town by encouraging more retail uses. Congratulated Ms. Willkom. Announced that, because she will be out of the country, she will miss the next Planning Commission meeting. Nielsen Welcomed Mr. Retterer. Congratulated Ms. Willkom.
